SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
 

Under the supervision of the Assistant Director, NCB and Police Training, the incumbent will be responsible for developing, delivering and reviewing specialized curricula and training modules for law enforcement. The incumbent will also implement and coordinate NCB and Police training programmes in accordance with the INTERPOL Strategic Framework and its programme strategies.


The Capacity Building and Training Officer will also be responsible for implementing and strengthening the Organization’s centralized training governance policy and quality assurance mechanisms.


The above will be conducted in line with INTERPOL training standards, the CBT Strategy and the CBT Frameworks for Gender Mainstreaming and Human Rights, as well as with the Organization’s Rules and Regulations.


PRINCIPAL DUTIES AND ACTIVITIES


Under the supervision of the Assistant Director, NCB and Police Training,, and in accordance with INTERPOL training standards and the CBT Frameworks for Gender Mainstreaming and Human Rights, the Capacity Building and Training Officer will perform the following duties:
 

DUTY 1: Design and delivery of capacity building and training activities and curricula
The Capacity Building and Training Officer will plan, design, coordinate and implement capacity building activities and curricula aimed at bridging the gap between national and international policing capabilities. These activities will be aimed at INTERPOL National Central Bureaus as well as at other members of the law enforcement community.
Through these activities, he/she will assist national law enforcement agencies in maximizing their use of INTERPOL Policing Capabilities and in strengthening their capacity in any specific area targeted by the training.


DUTY 2: INTERPOL Policing Capabilities Programme
The Capacity Building and Training Officer will, in coordination with other members of the Directorate, specifically deliver the INTERPOL Policing Capabiltities Programme (IPCP) for the four INTERPOL regions. The IPCP aims to support National Central Bureaus in their operational work and optimize their performance. He/she will also contribute to the annual review of the IPCP, and assist with the creation of additional material for the programme as necessary.


DUTY 3: Design of capacity building operational exercises
The Capacity Building and Training Officer will, in collaboration with Project Teams, assist in the design and development of capacity building operational exercises, aimed at consolidating and putting into practice prior learning. These activities may consist of scenario-based exercises, table-top exercise or field exercises, amongst others and will be developed in accordance with the CBT directive on capacity building operational exercises.

DUTY 4: Training review
The Capacity Building and Training Officer will provide advice to programmes across the Organization implementing training in order to ensure their compliance with INTERPOL training standards. He/she will review their curricula, lesson plans, evaluation templates and other training material, and provide relevant suggestions and support. He/she will also promote the inclusion of training on INTERPOL Policing Capabilities within these programmes in order to provide a cross-organizational approach on the centralized governance of training contents.


DUTY 5: Implementation of training quality assurance
The Capacity Building and Training Officer will assist in the implementation, creation and updating of frameworks and guidelines for training quality assurance, including those related to training needs assessments, and the Directorate’s training evaluation methodology and instruments. He/she will promote the use of the latter to ensure a reliable and accurate assessment of all activities conducted in line with pre-established KPIs.


DUTY 6: External training providers and partnerships
The Capacity Building and Training Officer will help coordinate and, if required, deliver police training programmes designed and implemented by external training providers. He/she will support such partnerships and identify opportunities for future collaboration. He/she will also develop procedures on quality assurance related to the implementation of these courses.


DUTY 7: Implementation of the CBT Frameworks for Human Rights and Gender Mainstreaming
The Capacity Building and Training Officer will conduct all the above-mentioned activities in line with the CBT Frameworks for Human Rights and Gender Mainstreaming. He/she will ensure that all training that he/she designs, delivers and reviews complies with these frameworks and promotes a human-rights and gender mainstreaming-based approach. He/she will also work closely with subject matter experts in these areas to assist in the design and delivery of related modules and build the Organization’s portfolio of activities in this regard.
The Capacity Building and Training Officer will perform any other duties as required by his/her hierarchy.

 

QUALIFICATIONS, COMPETENCIES AND SKILLS

 

EDUCATION AND QUALIFICATION REQUIRED:

  • University degree or higher preferably in security-related field, adult Learning or learning management.


EXPERIENCE REQUIRED:

  • Prior experience in police work or related law enforcement responsibilities is a requirement.
  • At least three years learning management experience in the policing field within the Police Universities, Police Training Institutes and Academies.
  • Experience in conducting training, briefings, lectures using the most up-to-date audiovisual means is preferred.
  • Strong presentation and communication skills are required.

 

LANGUAGES:

  • Fluency in English is required. Working knowledge in Spanish, French or Arabic would be an additional asset.


COMPUTER SKILLS REQUIRED

  • Proficiency in Microsoft Office, including excellent command of presentation skills, both for PowerPoint and Word-based documents
  • Ability to adapt to a range of technological tools
  • Experience in the use of e-learning tools. Experience in the development and design of e-learning would be considered an asset

 

OTHER ABILITIES:

  • Ability to establish and maintain effective collaborative working relations with clients, stakeholders and senior management in a multi-cultural context;
  • Good knowledge of the latest developments in the field of capacity building and training
  • Good knowledge of the latest developments in law enforcement
  • Interest in adapting and applying new capacity building and training concepts so as to meet organizational needs and ensure continuous improvements;
