SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

 

Within the Executive Directorate Technology and Innovation, the Assistant Director, NCB and Police Training Sub-Directorate, is responsible for leading the work of the Sub-Directorate in designing, organizing and delivering law enforcement training programmes across the INTERPOL regions with a focus on INTERPOL Policing Capabilities aimed at supporting and optimizing the performance of the INTERPOL National Central Bureaus (NCBs) and other law enforcement agencies with access to the INTERPOL information system.


He/she is also responsible for developing and preparing the strategy and budget of the Sub-Directorate and for ensuring the attainment of the related objectives in accordance with the overall INTERPOL Capacity Building and Training (CBT) Strategy as well as the INTERPOL Strategic Framework and its Programme Strategies.

 

PRINCIPAL DUTIES AND ACTIVITIES


Under direct supervision of the Director CBT, the Assistant Director, NCB and Police Training shall perform the following key roles and duties:

 

DUTY 1
Plan, coordinate and strategize the delivery of law enforcement training programmes across the INTERPOL regions aimed primarily at INTERPOL National Central Bureaus and other law enforcement agencies with access to the INTERPOL information system with the aim of expanding and enhancing the use of INTERPOL Policing Capabilities, ensuring that training is conducted according to the relevant INTERPOL standards and guidelines in an efficient manner.

 

DUTY 2
Implement and oversee systematic reviews and updates of existing Sub-Directorate law enforcement training programmes and related materials aimed at supporting member countries, specifically National Central Bureaus and other law enforcement agencies with access to the INTERPOL information system, in line with INTERPOL training standards and guidelines and ensure that all Sub-Directorate staff are familiar with and able to deliver any updated material.

 

DUTY 3
In collaboration with other CBT Sub-Directorates and units, ensure the effective implementation of a systematic review process of organization-wide capacity building and training proposals, material and curricula with the aim of ensuring their alignment with relevant INTERPOL guidelines and standards and the promotion of INTERPOL Policing Capabilities in order to contribute to training quality assurance and maximize their impact for beneficiary countries.

 

DUTY 4
Liaise and work with other CBT Sub-Directorates, as well as other internal and external stakeholders, including INTERPOL Global Academy Network, to implement an effective and systematic consultation process aimed at identifying the training needs of member countries in order to bridge the gap between national and international policing capabilities and assist national law enforcement agencies in maximizing the use of INTERPOL Policing Capabilities through the National Central Bureaus, while developing expertise and promoting the sharing of knowledge.

 

DUTY 5
Lead the development, process and distribution for INTERPOL’s training needs assessment. Based on the assessment outcomes and in consultation with relevant internal and external stakeholders, work to identify and design the implementation of new classroom-based, e-learning or operational training programmes for member countries, particularly National Central Bureaus and other law enforcement agencies with access to the INTERPOL information system, in order to further enhance the use of INTERPOL Policing Capabilities and ensure the continued relevance of INTERPOL’s training catalogue.

 

DUTY 6
Represent the Sub-Directorate at meetings with internal and external stakeholders, as well as at INTERPOL events and conferences and those of external agencies or organizations.

 

DUTY 7
In consultation with the Director of Capacity Building and Training, plan the strategy and budget for the NCB and Police Training Sub-Directorate in line with overall CBT Strategy and the over-arching INTERPOL Strategic Framework and Programme Strategies in order to ensure their continued relevance and effectiveness.

 

DUTY 8
Ensure the smooth running and management of the Sub-Directorate by advising and guiding its members in the execution of their tasks, providing performance reviews, setting individual and team objectives, ensuring professional development, validating leave requests, and performing all other managerial tasks in line with the Organization’s standards and policies.

 

DUTY 9
Carry out all other duties as may be required by the hierarchy.

 

QUALIFICATIONS, COMPETENCIES AND SKILLS

 

EDUCATION AND QUALIFICATION REQUIRED:
• A Police Officer is preferred.
• Five years University education or the equivalent, preferably in security-related field, adult learning or learning management.

 

EXPERIENCE REQUIRED:
• At least 10 years or more of law enforcement experience, of which at least 5 years in police training.
• At least 3 years of managerial experience with expertise in planning and managing complex tasks.
• Academic and learning management experience in the policing field within the police universities, police training institutes or academies.
• Demonstrable knowledge of the latest developments in the field of training, as well as skills in adapting and applying new concepts and methodologies to meet the organizational needs will be an asset.
• Experience in conducting training, briefings, lectures, using the most up to date audiovisual means is preferred.
• Good presentation and communication skills are required.
• Experience of working in an international environment would be desirable.
• Fluency in English is required. Working knowledge in Spanish, French or Arabic would be an additional asset.
