SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

The Assistant Director, Capacity Building Projects and Networks, will be responsible for developing, managing and implementing Capacity Building Projects through an operational model, leveraging on regional and global networks and leading to build capacity on international police cooperation in specific crime areas among member countries through the use of INTERPOL’s Policing Capabilities and following up on operational outcomes of the activities.

The main role of the incumbent shall be to assist the Director, Capacity Building and Training (CBT) to manage Capacity Building Projects and Networks aligned to the INTERPOL Strategic Framework and its Programme Strategies.

PRINCIPAL DUTIES AND ACTIVITIES

 
Under direct supervision of the Director CBT, the Assistant Director Capacity Building Projects and Networks shall perform the following key roles and duties:

DUTY 1:
Working closely with PPMO, other Directorates and all internal and external stakeholders to identify training needs of member countries through an effective consultation process based on the outcomes and lessons learnt from previous
implemented Projects by INTERPOL and its partners in order to develop Project proposals to bridge the gap between national and international policing capabilities in specific crime areas in accordance with the INTERPOL Strategic Framework and its Programme Strategies, and help law enforcement agencies maximise the use of INTERPOL Policing Capabilities, while developing expertise and promoting the sharing of knowledge.

DUTY 2:

To develop, manage and implement Capacity Building Projects where the capacities acquired by the beneficiaries is applied on the ground along the learning process, leading to build capacity on international police cooperation in specific crime areas among member countries through the use of INTERPOL’s Policing Capabilities.
Whenever possible shall implement an operational model and following up on operational outcomes of the activities. These Projects and its activities including both internally and externally funded capacity building initiatives, should be developed in accordance with the INTERPOL Strategic Framework and its Programme Strategies to meet the needs of member countries, including developing knowledge and facilitating cross-border co-operation in the widest range of trends crime areas.

DUTY 3

Managing and coordinating capacity building network activities including external capacity building programs and partnerships, and implementing procedures on quality assurance regarding external police training conducted in the framework of the INTERPOL Capacity Building Projects to ensure that the training is systematically planned and conducted in an efficient, transparent and easily understood manner, according to the INTERPOL Training Standards.

DUTY 4

To develop INTERPOL’s external training services under the Capacity Building Projects and Networks targeted at keeping the Organization at the forefront as a world leader in providing a diverse range of quality training services to the wider law enforcement community.

DUTY 5

To supervise the Project Managers under the CBT Project Portfolio, directing and ensuring the effectiveness and due diligence along the implementation of the Projects.

DUTY 6

To assist Director CBT in the Projects’ reporting mechanism as well as assisting in thecommunication with the Projects' donors.

DUTY 7

To carry out all other duties as may be required by the hierarchy.

QUALIFICATIONS, COMPETENCIES AND SKILLS


EDUCATION AND QUALIFICATION REQUIRED:

For AD/CBPN, a Police Officer is preferred.
University degree or higher preferably in Criminal law or security-related field, Adults Learning or Learning Management.


EXPERIENCE REQUIRED:

At least 10 years of Law enforcement experience of which at least 5 years in dealing with training needs analysis and response ideally in the police community.
At least 3 years of managerial experience with expertise in planning and managing complex tasks.
Academic and learning management experience in the policing field within Police Universities, Police Training Institutes or Academies. Good knowledge of the latest developments in the field of training, skills in adapting and applying new concepts to meet the organizational needs will be an asset.
Experience in conducting training, briefings, lectures, using the most up to date audiovisual means is preferred.
Sound background in the management of strategic programmes and projects and their performance monitoring, measurement and reporting
Good presentation and communication skills are required.
Experience of working in an international environment would be desirable.
Fluency in English is required. Working knowledge in Arabic, French, or Spanish would be an additional asset.
