INTRODUCTION OF THE POST
This post is that of a senior liaison official. Reporting directly to the Executive Director Partnerships & Planning (EDPP), the incumbent acts as the unique Special Representative between the INTERPOL General Secretariat and the United Nations (UN) General Secretariat and its bodies, by developing and maintaining contacts with a view to supporting INTERPOL's core functions and activities: secure global police communications services, operational data services for police and operational police support services.
The incumbent promotes INTERPOL services and information between the INTERPOL General Secretariat and the United Nations with a view to detecting, facilitating, consolidating, and fostering work opportunities and resource considerations between INTERPOL and the United Nations.
The post holder acts as the senior advisor/special representative to the Executive Director Partnerships and Planning regarding all matters involving the INTERPOL and the United Nations.
PRIMARY DUTIES
The incumbent would be required to initiate, study, and negotiate complex joint political and operational issues with representatives, often from the highest rank, of the UN or its bodies, and from Permanent Missions to the UN, for the benefit of the Secretary General and INTERPOL General Secretariat.
The incumbent will be responsible for representing INTERPOL's image and duties towards the United Nations Secretary General, the United Nations General Secretariat, and any of its dependent bodies, as well as towards Permanent Missions to the UN.
The incumbent will be responsible for representing INTERPOL, and, upon request, the EDPP, or the INTERPOL Secretary General, in the analysis, discussion, negotiation, and implementation phases of joint operations or of enhanced collaboration between the two Organizations.
The post holder will be responsible for alerting the EDPP on any identified opportunities of new collaboration between INTERPOL and the UN, to the benefit of the fight against trans-national crime and terrorism.
Outside the Organization
The incumbent will work within the framework of assigned duties, developing and maintaining independent, continuous contacts with personnel, usually at the highest level of senior management, including:
• The United Nations Secretary General, the UN General Assembly, the UN Security Council, and all other departments of the UN General Secretariat, and any other UN Agencies on matter of terrorism, transnational organized crime, and international police cooperation.
• Diplomats of the Permanent Missions to the UN.
• Very senior law enforcement officials.
• National Law Enforcement Agencies, with a close relation to the relevant NCBs.
• Other International Law Enforcement Agencies.
• Other international organizations concerned with transnational organized crime.
• Other national/international political bodies.
Within both Organizations
The Special Representative of INTERPOL to the UN will work with all levels of the INTERPOL and the UN management teams.
DUTY 1
• Under the direction of the EDPP, to be the very senior primary liaison official between INTERPOL Secretary General, INTERPOL General Secretariat, and INTERPOL Regional Bureaus, and the United Nations (UN) Secretary General, the UN General Assembly, the UN Security Council, and all other departments of the UN General Secretariat and any other UN Agencies on matters of terrorism, transnational organized crime, and international police cooperation.
• To develop and maintain a network of contacts within and outside the UN network, including Permanent Missions to the UN, to the benefit of INTERPOL and Secretary General.
• To constantly update these contact networks in line with the on-going strategies and planned future developments of both Organizations.
DUTY 2
• To facilitate operational exchanges of information by connecting relevant INTERPOL and UN parties together by developing an efficient, (and in compliance with the agreed confidentiality requirements), process for the exchange of information between INTERPOL and the United Nations.
• To raise awareness of INTERPOL's functions at the United Nations General Secretariat and among the United Nations network of agencies.
• To ensure that, in international crisis situations, key UN officials are aware of relevant and available INTERPOL support.
DUTY 3
• To constantly be aware of INTERPOL and the UN priorities, and their planned future missions, requiring an up-to-date knowledge on the functions and aims of each Organization.
• To identify opportunities for enhanced (or) new INTERPOL-UN partnerships and resource-sharing opportunities in close collaboration with the Strategic Partnerships Directorate (SPD).
• To ensure that any joint operations comply with the requirements of partnership defined between INTERPOL and the UN in the remit of the Special Representation of INTERPOL to the United Nations.
• To propose possible partnerships to the EDPP and to get involved in their implementation process once INTERPOL and the UN reach a common agreement on a defined partnership.
DUTY 4
• To provide advice and guidance to the INTERPOL Secretary General and the EDPP on international issues and/or internal UN developments which could require INTERPOL's intervention or could affect the UN-INTERPOL relationship.
• To provide the EDPP with any study or assistance he may request.
• Under the Secretary General's direction, and at his request, to eventually represent INTERPOL towards the UN.
• Perform other duties as requested by the hierarchy.
DUTY 5
• To supervise the staff supporting the activities of the Special Representative of INTERPOL to the UN, elaborate budget proposal, supervise and manage the budget (including the overall supervision of the SRIUN Office in Vienna).
DUTY 6
• To perform all other functions, duties and responsibilities as directed by the EDPP hierarchy to insure the smooth running of the Organization.
The incumbent may travel extensively between the INTERPOL General Secretariat and the various UN General Secretariats, and should be ready to be called to work for important periods at the INTERPOL General Secretariat at any of the locations.
The holder of this post may be required to go on other missions, sometimes of considerable duration and with short notice. Irregular hours. Occasional overtime based upon workload.
REQUIREMENTS
All candidates will be assessed on the under mentioned requirements. Training/Education required
• At least five years' higher University Education (Masters or equivalent) preferably in Law, Public Policy or Police Management.
• Participation and completion of one or more Senior Law Enforcement Management Training Programs.
Experience required
• Minimum of 10 to 15 years of Senior Law Enforcement or Senior Management experience at a national or major law enforcement organization, preferably with considerable international experience.
• Experience working in an international environment would be highly desirable; either from previous employment in an international organization or from participating in e.g. international working groups, joint international projects etc.
• Experience in planning and managing complex tasks with only minimum supervision.
• Sound theoretical and operational knowledge on matters of terrorism, transnational organized crime, and international police cooperation.
• In-depth knowledge of INTERPOL and operational police issues, with a particular focus on terrorism, transnational organized crime, and international police cooperation.
Languages
• Fluency in English is required. Fluency or proficiency in at least another of the official working languages (Arabic, French or Spanish) of the Organization would be an additional asset.
Abilities required
• Excellent capacity to develop and maintain professional networks as well as interpersonal relationships at senior government level.
• Strong leadership qualities and solid presentation and communication skills would be required.
• Understanding of multi-cultural and international issues.
• Good listening skills.
• Good computer skills. As a minimum proficiency in standard office word-processing, spreadsheet, database and presentation software.
• Ability to exploit the Internet and other electronic sources for the collection of open-source information relevant to identifying legal issues would be highly desirable.
