* This position is financed by a third-party, external to the Organization with funding provided by the donor. Although there is a commitment from the donor, the appointment may be terminated prior to indicate official end date of project, should the external funding for this position no longer be available. This position also carries, in principle, no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organization’s Staff Manual, to satisfactory performance and to availability of funds.

 

Tests/interviews in connection to this selection procedure will take place approximately 3 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly, in case they are short-listed.

This selection exercise will be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.

 

 

 

SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES

The Executive Directorate for Police Services (EDPS) oversees all INTERPOL’s police activities and criminal databases. The Organized and Emerging Crime (OEC) Directorate within EDPS focuses primarily on operational activities, including supporting member countries to carry out transnational
operations, and provides investigative support to member countries. The Vulnerable Communities (VCO) Sub-Directorate focuses on three crime areas: Crimes against Children (CAC), Human Trafficking and Smuggling of Migrants (HTSM).

Under the supervision and guidance of management, the Criminal Intelligence Officer will assume responsibility for continuing with existing activities, as well as establishing new programs, which provide operational, investigative and technical support to member countries.

 

PRINCIPAL DUTIES AND ACTIVITIES


The incumbent will take part in CAC unit various activities aimed to progress international cooperation between specialized units and investigators around the world, build and support their operational capacity to investigate this crime area and progress the availability and use of dedicated tools to aid such investigations.
More specifically, the incumbent will have sound knowledge of the online child sexual exploitation (CSE) crime area, and take part in activities including:

 

DUTY 1: Capacity Building and Training Development
Develop and deliver capacity building trainings for specialized units in member countries, on topics such as Victim Identification, Covert Internet Investigations, Open-Source Intelligence, Online Child Sexual Exploitation (CSE) investigation, forensic interviewing, evidence searching and triage, etc.


DUTY 2: Online Child Sexual Exploitation Investigative support
Ensure online CSE investigation including open-source collection, Darknet monitoring, P2P monitoring, CII, Child Sexual Exploitation material (images/videos) triaging and analysis, etc. – all aimed towards progressing offender and victim identification, through referrals and liaison with specialized units in member countries.


DUTY 3: ICSE Database Management
Operate on INTERPOL’s International Child Sexual Exploitation media database (ICSE), administrative and quality control tasks, engagement and liaison with ICSE users around the world to progress their usage and contribution. Participate in development workshops and new feature/version testing campaigns.


DUTY 4: Participation in Forums and Working Groups
Participate in professional and international forums and working groups, governmental, civil society and private sector, delivering speeches, presentations and comments.


DUTY 5: Partnership and Cooperation Establishment
Liaise with officials in member countries and organizations, with NGO’s and with the private sector to progress cooperation, engagement and partnerships linked to prevention and enforcement of crimes against children.


DUTY 6: Documentation and Standards Development
Draft documentation, referrals, standards of operation, curriculums, linked to the above activities.


DUTY 7: Additional Tasks and Responsibilities
Carry any other task related to Crimes Against Children or the unit’s mandate, to ensure the organization can provide continued service to its membership, as requested by management.

Perform any other duties as required by the hierarchy.

 

QUALIFICATIONS, COMPETENCIES AND SKILLS


EDUCATION AND QUALIFICATION REQUIRED
•    Three to four years' relevant education at a university or other specialized higher education establishment required.

 

EXPERIENCE REQUIRED
•    At least three years of professional work experience on crimes against children in a law enforcement agency.
•    Proven experience in Police services is required.

 

LANGUAGES
•    Professional fluency in English is required.
•    Knowledge of other official INTERPOL languages (Arabic, French or Spanish) is desirable.
