SUMMARY OF THE ASSIGNED DUTIES,
INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Executive Directorate Police Capabilities (EDPC), the Missing and Wanted Persons Directorate (MWP) assists member countries in addressing two transnational law enforcement functions: the investigation and apprehension of fugitives, and the coordination of international efforts to locate and identify missing persons. MWP is composed of two Sub Directorates, the Fugitive Investigative Support (FIS) Sub Directorate and the Missing Persons (MP) Sub Directorate.
The mission of INTERPOL’s Directorates is to provide up-to-date specialized knowledge, training and investigative support in specific law enforcement areas. In pursuit of that mission, the post holder will be a member of a team whose role is to:
- Deliver support to member countries on fugitives /missing persons cases.
- Develop and enhance partnerships with National Central Bureau (NCBs), INTERPOL units and external partners to bolster global response capacity.
- Develop and co-ordinate best practices in FIS/MP area;
- Increase the flow and exchange of information related to FIS/MP area.
The incumbent is responsible for overseeing INTERPOL’s activities to support international cooperation for the location and identification of fugitives/missing persons by law enforcement across INTERPOL member countries. This entails overseeing daily operational support in the context of individual operational requests by member countries; the coordination of dedicated international campaign involving law enforcement and the public; strong coordination with other relevant directorates and units to ensure alignment and synchronization of activities.
PRINCIPAL DUTIES AND ACTIVITIES
Provide Strategic Leadership and Unit Development
- Design, establish, and optimize the structure, processes, and workflows of the Sub-Directorate to ensure alignment with INTERPOL’s global operational needs.
- Define and implement strategic policies, procedures, and best practices for handling fugitives/missing persons cases, including the integration of INTERPOL’s tools and databases.
- Build, lead, and mentor a skilled, multidisciplinary team to achieve the Sub-Directorate’s objectives and foster a culture of operational excellence.
- Oversee the development of the unit’s long-term strategic plan, ensuring it addresses emerging global threats and evolving member countries requirements.
Direct Operational Coordination and Intelligence Integration
- Provide high-level leadership in the optimization of relevant notices, diffusions and other critical alerts to ensure timely international response to fugitives/missing persons cases.
- Drive the strategic deployment of INTERPOL’s biometric identification systems to maximize identification success rates for fugitives/missing persons cases.
- Coordinate closely with key units to deliver real-time, actionable intelligence and tactical support to member countries.
- Conduct high-level risk assessments and intelligence analysis to identify major criminal threats related to fugitives/missing persons.
Foster Strategic Partnerships and Global Representation
- Represent the FIS/MP Sub-Directorate at senior-level international fora, expert working groups and policy-making meetings.
- Cultivate and maintain strategic alliances with external organizations, NGO’s and international institutions active in the fugitives/missing persons field to enhance collaborate efforts.
- Lead negotiations and joint initiatives with Regional Bureaus, NCBs and other INTERPOL Directorates to ensure synchronized global action.
- Evaluate potential benefits of new strategic alliances and propose policy initiatives to the Director and Senior Management.
Drive Capacity Building, Training, and Knowledge Dissemination
- In collaboration with EDCI, design and oversee specialized training programmes on fugitives/missing persons investigations, INTERPOL tools, and cross-border collaboration.
- Develop analytical reports and strategic briefs for dissemination to member countries and global partners.
- Lead initiatives to enhance the capabilities of member countries, particularly in fugitives/missing persons.
- Monitor, analyze global trends in fugitives/missing persons cases to inform training curricula and operational strategies.
Executive Reporting and Administrative Oversight
- Provide regular, comprehensive status reports on the Sub-Directorate activities, strategic progress and operational challenges to the Director and senior management.
- Coordinate with the Communications Office to ensure effective public and internal messaging regarding INTERPOL’s efforts in fugitives/missing persons cases.
- Manage the Sub-Directorate’s budget, resources and performance metrics to ensure efficiency and accountability.
Perform any other duties as required by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
Education and qualification required:
- At least five-year university degree (preferably in Law, Public Policy, Criminal Justice, or a related field) is required.
- Senior-level law enforcement training or equivalent command-level certification is required.
Experience required:
- A minimum of 5 years of progressive senior experience in law enforcement, with a focus on fugitives/missing persons investigations, operational support or criminal intelligence.
- Proven experience in Police services is required, with experience in senior people management, strategic leadership and team building with a complex international or multi-agency environment.
- Ten years’ experience in the area is required if the post holder does not have the required level of education.
- Experience in operational police cooperation, criminal investigations, fugitive/missing persons investigations, case coordination, criminal intelligence.
Languages:
- Professional fluency in English is required.
- Proficiency of other official INTERPOL languages (Arabic, French, Spanish) is an additional asset.
