SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Executive Directorate Resource Management (EDRM), the Human Resources Management (HRM) Directorate covers all HR functions. Under the direct supervision of the Director, Human Resources Management, the Assistant Director, Talent Management and Staff Planning is responsible for managing the overall talent acquisition, attraction, talent development, workforce planning, and diversity and inclusion at INTERPOL.
The Assistant Director leads the development of strategies and policies to attract, develop, and retain top talent, positioning INTERPOL as an employer of choice. This includes overseeing organization-wide initiatives in organizational design, talent management, strategic workforce planning, career development, leadership development, staff training and development, mobility, diversity, and inclusion. As a strategic advisor to leadership, the Assistant Director provides expertise on the external recruitment environment, develops strategic partnerships, and facilitates talent pipelines and networks to meet the current and future needs of INTERPOL as a global employer.
PRINCIPAL DUTIES AND ACTIVITIES
Duty 1 - Develop and coordinate Talent Acquisition and Strategic Talent Relationships
- Provide strategic advice to the Director on human resources matters, including recruitment, appointment, and transfers.
- Develop and deliver an integrated recruitment strategy that enhances the candidate experience.
- Build a strong Employer Value Proposition (EVP) and implementing an effective candidate communication strategy.
- Serve as a global brand ambassador to promote INTERPOL's reputation and interests.
- Collaborate with external partners, including government agencies and organizations, to develop strategic talent pipelines and mutually beneficial initiatives.
- Foster relationships with key stakeholders, such as Member Country National Central Bureaus and senior police leaders, to support secondment positions and other talent development opportunities.
DUTY 2 - Lead Strategic Planning and Organizational Design
- Oversee organizational strategic planning and collaborate with directorates to formulate and implement talent strategies that meet business needs.
- Provide strategic advice on organizational restructuring, including analyze talent needs and recommend realignment options to senior management.
- Lead the review and maintenance of the Organization's job classification standard to ensure fairness and equity.
- Manage external consultancy services, including issues calls for tender and maintain relationships with external partners.
DUTY 3 - Oversight of Talent and Career Development
- Oversee the design and implementation of an agile talent management strategy, aligning with the HRM Strategy and encompassing career planning, staff training, and mobility program.
- Develop and deliver integrated talent management policy and procedure.
- Empower the team to innovate and improve talent management practice, leverage technology, benchmark, and modernize process.
- Enable the development of effective training program and talent development plan.
Duty 4 - Lead INTERPOL's sourcing, diversity and inclusion policies and processes
- Develop and implement diversity and inclusion practices that comply with regulations and promote a professional brand.
- Lead the implementation of the Organization's diversity and inclusion strategies.
- Champion a diverse and inclusive workplace culture.
- Benchmark and review policies against international organizations and best practices.
- Liaise with external partners to share best practices.
DUTY 5 - Oversight of the sub-Directorate
- Provide leadership and oversight to the sub-Directorate, ensuring effective people management, resource allocation, performance management, innovation and delivery of results aligned with HRM's strategic priorities.
- Perform any other duties as requested by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
Education and qualification required:
- A minimum of five years of completed University education (Specialization, Masters or Doctorate degree) in human resources management, business administration or related field.
Experience required:
- Minimum of ten years of experience in management with a specialization in human resources management.
- Prior experience and sound knowledge of the talent management cycle, including the latest sourcing and talent acquisition initiatives, processes and programs in career development, succession planning, mobility and diversity and inclusion.
- Proven track-record in supporting the achievement of corporate business objectives through the development and improvement of the employee experience.
- Demonstrated ability to lead cohesive/multi-functional, cross-organizational and diverse teams.
- Experience in a multicultural environment. Strong stakeholder engagement skills and the ability to build collaborative working relationships both internally and externally with sensitivity and respect for diversity.
- Confidently capable of engaging with senior international leaders and maintaining productive and positive relationships as a brand ambassador.
Languages:
- Professional fluency in English is essential, both orally and in written.
- Proficiency in a second official language of the Organization (Arabic, French or Spanish) would be an asset.
