INTRODUCTION OF POST
The role of the Information Systems and Technology Directorate (IS) is to develop and implement the Organization’s IT strategy by acquiring and supporting IT products and services, deploying IT products and services to internal and external users, including member countries, and ensuring the appropriate security of the Organization’s data and information. It also comprises the Sub-Directorate IT Projects and Products (IPP), which is responsible for defining IT standards, designing and developing IT solutions, and ensuring the lifecycle management of existing IT products.
Within the IS/IPP/IT Projects Department, the IT Business Analyst is the bridge between Business & IT.
The IT Business Analyst evaluates business needs and scope specifications, identify, and propose evolution opportunities, manage roadmaps, consistency and ensure adoption and track usage.
The IT Business Analyst is working closely with the business counterparts, Engineering Office, Project Manager, IT Product Manager, and IS/IT Project Management Officer.
PRIMARY DUTIES
DUTY 1: Projects initial assessment
- In coordination with the relevant units (IS/PMO-Project Management Office, IPP/ENGO-Engineering Office, IPP/ITBA-Product Management), participate in the Initiation Phase of a project (Concept Note, Project Proposal) in order to help identifying the relevant requirements. He/She helps the Business drafting the Concept Note and the Project Proposal. The Business remains the accountable and responsible of the Concept Note and the Project proposal.
- Analyse the opportunity of the project, as per existing competitive tools and alternative solutions
- Identify existing products to minimize overlap and leverage existing products.
DUTY 2: Projects requirements gathering and specifications
- Collect the Business needs and change requests
- Develop with Business counterparts comprehensive end to end use cases
- Determine the features / user stories for a solution (creating functional specifications)
- Coordinate with Solutions Architects for the technical specifications
DUTY 3: Call for Tender
- Screen the market for off the shelf solutions
- Interface with the Project Managers for call for tender related to development, integration, solutions, etc. in their functional area and the coming implementation
- Participate to the call for tender process (evaluation of bids, weightings, commission)
DUTY 4: IT Project Management Follow-up
- Embedded in project team for projects within his/her perimeter
- Take part in features / User Stories prioritization
- Adjust functional and technical specifications adjustment when needed
DUTY 5: Assist the Business during the product launch
- Prepare and/or coordinate test case/plan
- Assist the Business owner during the test phase
- Participate to adoption (change management) strategy elaboration
- Participate to training material elaboration
- Participate to some trainings with end-users to collect feedbacks, especially after the launch to help the change management process and ensure the knowledge transfer and after the product is adopted to get new feedback and propose potential evolution.
- Create direct channels of communication to the Support team unit to collect feedbacks and track potential needs for evolution.
DUTY 6: Continuous improvement and product lifecycle management
- Represent the Business interests and point of view to ensure benefits for business
- Understand the Business process and how it is done by creating a detailed business analysis, outlining problems, opportunities, and solutions
- Propose improvement / automation to existing Business processes and associated products
- Take part in incident resolution and problem management as a third line of support
- Keep an updated view of the market evolution in his/her perimeter
DUTY 7: Other relevant duties
- Performs any other duties as required by the supervisor.
REQUIREMENTS
Training/Education required
- Three-to-four years’ education at a University or other specialized higher education establishment.
- ITIL Certification
Experience required
- At least three years in the area in question.
- Ten years’ experience in the area is required if the post holder does not have the required level of education.
Languages
- Working knowledge of English is required. Fluency in English is highly desirable.
- Proficiency in a second official languages of the Organization (Arabic, French or Spanish) would be an additional asset.
