POST DESCRIPTION
Under the authority of the Head of Branch, the Audiovisual Manager is responsible for the smooth running and monitoring of all associated audiovisual services during events at the General Secretariat and during off-site conferences where his/her expertise is required. He/she is responsible for drafting the administrative and technical documents and monitoring the project management for new projects to expand, improve or renovate INTERPOL's audiovisual infrastructure. He/she is the audiovisual administrator and manager of all the Organization's conference and meeting rooms, Command and Co-ordination Centres, video conferencing, streaming and Video over IP systems, as well as the associated audio and video recordings of all levels of confidentiality.
PRINCIPAL DUTIES AND ACTIVITIES
DUTY 1 - The audiovisual Manager is responsible for the preparation, operation, coordination and technical organization of conferences. In this capacity, he/she liaises between the Directorate, administrative and technical staff and external speakers and/or delegates.
- A - The performance of technical reviews prior to an event requiring the supervision of a audivisual manager, in Lyon and in any international conference centre (General Assembly, Conference of Heads of NCBs, IGCI, BRs, etc.):
- Analyse the audiovisual needs and requirements of the organizer of a conference, visit or other event activity;
- Diagnose the constraints, functionalities and equipment requirements of the venue;
- Understand the implications of the event, whether economic, social, technical, cultural or any other area related to the interests of the organization;
- Conduct a technical feasibility study and convert it into data sheets if necessary;
- Gather, rank and prioritize the information collected, analyse the level of confidentiality of the documents concerned and apply the appropriate security policy;
- Design a layout plan and identify the items needed to equip the venue;
- Identify the specificities of the event venue;
- Evaluate and propose comparative solutions that optimize human, economic and material resources;
- Evaluate the technical feasibility of the project;
- Design an appropriate technical and organizational response;
- Make proposals and adjustments;
- Set up means of transmitting information and instructions between the teams involved in a conference;
- Design a working method;
- Conduct a technology watch on the specific needs of each event.
- B- Application of conference preparation methods:
- Define the material and human resources required for the technical organization of an event (transport time, availability, assembly, set up, dismantling, etc.);
- Design an audiovisual set-up for the venue if necessary;
- Check that the work carried out complies with the preliminary studies;
- Update all the synoptics and data sheets;
- Ensure the technical supervision, under pressure, of a wide socio-professional panel of participants and delegates, covering both technical participants and ministerial officials, police chiefs or heads of state, on an international level;
- Quantify and ensure the necessary time margins for the smooth running of any conference
- Ensure the technical co-ordination of the language interpretation staff, assign them to their workplaces, facilitate communication between the interpreters and the various departments or participants of the conference, prepare the required technical configuration, consult them on any technical improvements to be made;
- Attend rehearsals and adjust the technical resources to the constraints of the event;
- Set up a conference recording and archiving system, in accordance with the Organization's confidentiality policy and the subject of the conference, as well as with the criticality of the data of external speakers;
- Adapt instructions and services for visitors and delegates, taking into account the multi-cultural nature of the Organization;
- Direct and oversee the work of a team of stage, sound and lighting technicians from a host country and monitor the application of work rules;
- Ensure complete presence and availability for the duration of a conference, VIP meeting, Executive Committee, operation or critical situation;
- Anticipate the procedures to be performed with speakers;
- Explain the technical features and functionalities of the venue to the participants and officials of the organization;
- Ensure the audience can see and listen comfortably;
- The conference manager is responsible for the supervision, sound, lighting, interpretation, video projections, filming and sound recording required for streaming and videoconferencing during conferences, visits or any other one-off event;
- Facilitate relations between the technical, logistical, administrative and protocol teams by providing appropriate technical solutions.
DUTY 2 - Management of the technical and budgetary resources of INTERPOL's audiovisual equipment, including the General Secretariat in Lyon, IGCI in Singapore, the Regional Bureaus and the INTERPOL Special Representations.
- Establish annual roadmaps and the corresponding provisional budget;
- Draw up the Technical Specifications document;
- Check the compliance of the Organization's new audiovisual structures with the Technical Specifications;
- Anticipate the training needs of the audiovisual team, estimate the cost and plan accordingly;
- Define and carry out the technological watch necessary for monitoring the professional audiovisual sector;
- Define and submit to his/her direct manager for approval the priorities for the purchase, repair and rental of technical equipment;
- Prepare and draft weekly and annual activity reports providing visibility on all audiovisual activity and enabling changes in needs to be anticipated;
- Schedule equipment maintenance with the relevant service providers;
- Analyse and validate quotations from service providers to advise on the most suitable suppliers and equipment for the Organization's needs;
- Approve modernization or maintenance work carried out by service companies and ensure its commissioning and follow-up.
DUTY 3 - Provision of level 1 and 2 audiovisual support for the Organization's users.
- Ensure that the audiovisual facilities in the meeting rooms are in good working order at all times;
- Interpret and anticipate user needs in order to propose innovative and appropriate solutions;
- Assist and train users in audiovisual services on request;
- Draft procedures for use and maintenance;
- Provide advice to users.
Perform any other duties as may be required by the supervisor.
QUALIFICATIONS, COMPETENCIES, AND SKILLS
EDUCATION AND QUALIFICATIONS REQUIRED
- Three-to-four years’ education at a University or other specialized higher education establishment in the audiovisual field.
EXPERIENCE REQUIRED
- At least three years in a similar position the area in question. Ten years’ experience in the area is required if the post holder does not have the required level of education.
- Advanced knowledge of the operating chain of professional audiovisual equipment
- Advanced technical knowledge of conference management and simultaneous translation systems, audio and video, video conferencing and video over IP is highly desirable
- Advanced understanding of how the professional conferencing sector operates is highly desirable.
LANGUAGES
- Perfect command of French is required
- Perfect command of English is required, and in particular technical English in the relevant fields (audio-video)
- Proficiency of a third official language of the Organization (Arabic, Spanish) would be an asset.
ABILITIES REQUIRED
- Recognized expertise in audio-video systems (control room, sound, lighting, recording, video conferences, satellite video, encryption, simultaneous translation, streaming, etc.)
- In addition to his/her technical skills, the holder of the post must demonstrate high levels of availability, initiative and responsiveness in the various aspects of the job. He/she will be in contact with all levels of the Organization's hierarchy, speakers and other visitors. He/she will be in sole command of conferences, with a high degree of responsibility for the smooth running of the conference, and therefore directly responsible for its success.
- Excellent writing and analytical skills to meet the needs of the position in terms of project management and contracting
- A sense of initiative and be constantly proactive in improving existing procedures or creating new procedures
- Very good knowledge of microcomputer tools and their video interfaces
- Maturity, excellent social skills, ability to work under pressure for periods of several days to several weeks, particularly at events and conferences
- The ability to delegate and oversee the work of technical contractors at conferences
