INTRODUCTION OF THE POST

 

Under the supervision of the Head of The National Central Bureau (NCB) Coordination Desk for the EUROPE, the INTERPOL Senior Liaison Officer Europol-The HAGUE is responsible for representing INTERPOL, facilitating the exchange of operational information, monitoring, and stimulating the co-operation with EUROPOL and its members.


The incumbent will be required to support projects covering INTERPOL’s strategic law enforcement activities in EUROPOL.


He/she will be directly responsible as well as assisting the Head of Desk to plan programs, projects, and a budget cycle.

 

PRIMARY DUTIES

 

DUTY 1

  • Represent INTERPOL at EUROPOL in meetings and/or conferences and manage general co-operation between the two organizations.

 

DUTY 2

  • Maintain and contribute to the active cooperation with EUROPOL and its members working towards security and fighting organized crime.
  • Promote and enhance the co-operation and relations with EUROPOL and its members, identify co-operation problems and propose solutions.

DUTY 3

  • Conduct regional activities in line with the INTERPOL Global Strategic Framework.
  • Coordinate regional joint operations (drugs, firearms smuggling, trafficking in human beings, cybercrimes, Financial Crimes among others).
  • Follow investigations and operations by all Member Countries for EUROPOL and provide capacity building and training on same crime areas to NCB staff and Law Enforcement Agencies.

DUTY 4

  • Maintain the compliance of LO position with the rules, privileges, and immunities of the INTERPOL by supporting the execution of legal, administrative, logistical, IT, security, and general services tasks/requirements of the Organization.

 

DUTY 5

  • Facilitate and control the exchange of personal related data and other operational information between INTERPOL and EUROPOL members.

 

DUTY 6

  • Handle requests from EUROPOL for operational and/or technical support from INTERPOL and vice versa.

 

DUTY 7

  • Advise INTERPOL management bodies at strategic and operational level on how to improve cooperation and/or to adapt the Organization priorities.

 

DUTY 8

  • Performs other related duties as required by the Head of EUROPE Desk.

 

 

REQUIREMENTS

Training/Education required

  • A minimum of four years’ education at a university or specialized higher education establishment is required;
  • An advanced university degree preferably in International Law, International Relations, Law, Public Safety, Criminology, or a related field would be a strong asset.

Experience required

  • A minimum of 5 years' experience as a law enforcement official;
  • Experience with exchange of information and intelligence;
  • Experience in international police cooperation, preferably within the framework of INTERPOL.
  • Good knowledge and practical experience of international law enforcement co-operation regulations, structures and procedures;
  • Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g., international working groups, joint international projects, etc.
  • Sound background in highly specialized criminal investigations including regional and national expertise/operational police support.

Languages

  • Professional fluency in English is required.
  • Proficiency in any other INTERPOL official working language would be an additional asset (French, Spanish, or Arabic.)

Specific skills & aptitudes required

  • Computer proficiency is required, knowledge of Microsoft Suite, Outlook, Excel, Power Point and use of Internet;
  • Strong leadership qualities and solid presentation and communication skills are required;
  • Personal and professional maturity;
  • High sense of diplomacy and negotiation skills;
  • Ability to maintain objectivity and apply logical, specifically inductive, reasoning;
  • Ability to work in teams as well as individually;
  • Very strong communication skills, both in written and oral form;
  • Ability to work under pressure;
  • Good social, specifically multicultural, skills;

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial:

 

  • Proficiency in any other INTERPOL official working language would be an additional asset (French, Spanish or Arabic.)
  • Experience working in an international environment would be highly desirable, for example employment in an international organization, or participation in international working groups, joint international projects, etc.

 

 

WORKING CONDITIONS

 

Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

 

This post requires occasional travel on missions, sometimes of a long duration and at a short notice.
