Job Description
The post holder is responsible, under the supervision of the Unit Head for Cyber Capabilities Development Unit for identifying the cyber skills, knowledge and technical capabilities needs and gaps to fulfil the mandate of the INTERPOL global cybercrime programme, and for planning, developing, implementing and overseeing appropriate projects and initiatives in line with the INTERPOL standards.
Principal duties and activities
The post holder will provide support to the following main functions:
- To help develop and maintain a professional, dedicated cyber capabilities development strategy to support the INTERPOL global cybercrime programme.
- To provide advice, guidance and information at an appropriate level in support of the implementation of the cyber capabilities development strategy.
- To identify and analyse the gaps in skills, knowledge and capabilities of member countries in combatting cybercrime.
- To plan appropriate projects that support the upskilling of member countries in tackling cybercrime based on the needs identified, resources and expertise available.
- To contribute and develop projects and initiatives that increase the skills, knowledge and capabilities of member countries to reflect the up to date cybercrime trends, essential knowledge & skillsets, and best practices for effective investigation and/or operational activities.
- To oversee and evaluate the effectiveness of projects and initiatives.
- To assist in the acquisition and maintenance of key cyber capabilities for the organization.
- To maintain effective coordination with both internal/external stakeholders and partners, to maximize outcome and de-conflict efforts
- To engage in and contribute to the debriefing process to ensure information is effectively transmitted and to contribute to organisational learning
Qualifications, Competencies and Skills and Qualifications
Education and Qualification Required
- 5 years’ experience as police officer, police staff or official able to demonstrate equivalent professional experience/training in the sector of police area/law enforcement agencies
- Three to four years’ University education (Masters or Doctorate would be an additional asset)
Experience Required
- At least 3 years of experience in investigating cybercrime and cyber-enabled crime area
- Strong background and experience and knowledge in international co-operation / law enforcement operations/investigations
- Experience in development and delivery of projects/managing finances in line with objectives, priorities and outcomes.
- Working knowledge of legal issues relating to cyber/digital crime
- Good working knowledge of ICT systems/digital forensics
- Experience in leading and managing staff/teams, including managing performance.
- Experience in working international environment would be desirable
- Experience in investigating cybercrime and digital forensics area, including (preferably) specific training would be desirable
Languages
- Fluency in English is required. Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an additional asset.
