POST DESCRIPTION

The Governance Office is a dedicated component of the Cabinet of the Secretary General that is in charge of the secretariat function of the Organization’s governance bodies (the INTERPOL Executive Committee (EC) and the General Assembly (GA), as per article 26 (g) of the Constitution), the General Secretariat’s own internal governance body (currently the Strategic Management Board (SMB)).

 

In addition, the Director Governance has additional duties as the senior Cabinet representative at the INTERPOL Global Complex for Innovation (IGCI) based in Singapore.  Chief among those duties is to liaise with the Singaporean authorities on matters that necessitate either urgent or continued attention for the smooth running of IGCI and the well-being of staff.

 

The incumbent will assist the Director Governance in liaising with the Singaporean government on these matters related to host country relations (including matters pertaining to the implementation of the host country agreement). For this reason, the incumbent will be based in Singapore as duty station.

 

DUTY 1: Act as the internal point of contact for all matters related to the relationships with Singapore as the host country for IGCI.

  • Under the supervision of the Director, centralize all internal feedback on issues related the implementation of INTERPOL’s host country agreement with Singapore.
  • Coordinate with all components of the General Secretariat (both in Lyon and Singapore), and with the Executive Directorates of Legal Affairs (EDLA) and Resource Management (EDRM) to address matters related host country agreement implementation.
  • Ensure the director is promptly informed of difficulties related to the host country agreement, particularly in those cases affecting the smooth running of IGCI, staff well-being, or recruitment timelines.
  • If needed, provide written and oral briefings to senior management on matters related to INTERPOL/Singapore relationships.
  • Draft correspondence and memoranda related to host country agreement matters on behalf of INTERPOL.

 

DUTY 2: Liaise with Singapore authorities on INTERPOL matters (in support of the Director of Governance)

  • Assist the Director in his/her engagements with the Singaporean authorities on matters related to host country agreement.
  • If needed, represent the Director in meetings with the Singaporean authorities.
  • Provide advice to the Office of Governance, and senior management on the optimal manner to conclude such engagements.
  • Ensure a day-to day contact and cooperation with the Singaporean National Central Bureau (NCB).

 

DUTY 3: Engage with Singapore on matters of mutual interest between Singapore and INTERPOL

  • In addition to matters related to the host country agreement and IGCI, liaise – when requested – with the Singaporean authorities on matters of mutual interest to INTERPOL and Singaporean. This may include but is not limited to: hosting events in Singapore, joint projects between INTERPOL and Singapore, and INTERPOL events for which senior level Singaporean attendance is requested.

 

DUTY 4: Attend meetings between management and IGCI Staff Committee

  • Attend meetings between management the Staff Committee of IGCI, on behalf of the director, to ensure that matters related to the host agreement impacting on staff are promptly dealt with.

 

DUTY 5: Perform any other duties as instructed by the Director of Cabinet or the Director of Governance.

 

QUALIFICATIONS, COMPETENCIES, AND SKILLS

EDUCATION AND QUALIFICATIONS

  • At least five years’ completed University education in a relevant domain.
  • Certification (if any).

EXPERIENCE REQUIRED

  • Minimum of 10 years’ experience in law enforcement.
  • Experience in the Singaporean civil service is highly desirable.
  • Demonstrated experience and knowledge of managing cases with Singaporean authorities is a strong asset.
  • Extensive and proven managerial and leadership experience at an international senior level.

 

LANGUAGES

  • Fluency in English. Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an additional asset.
