SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

 

The INTERPOL Innovation Centre (IC) assists its member countries to make sense and prepare for current and future technological advancements and innovations in law enforcement. IC facilitates thought leadership and connects law enforcement, academia, other regional/international organizations and industry partners to exchange knowledge, collaborate and coordinate on relevant new technologies and innovative approaches from a threat, opportunities, and evidence angle. It consists of a Strategic and an Applied Innovation sub Directorates.

 

In this context the post holder will be supporting the INTERPOL Responsible Artificial Intelligence Lab (I-RAIL) within the Strategic Innovation sub Directorate to advance the foundational understanding of Artificial intelligence (AI) from a threat, opportunity and evidence perspective and support the institutionalization of responsible AI innovation practices into the international law enforcement community.

 

The post holder will play a key role in project AI-POL: Advancing Innovation, Governance and Responsible AI in Law Enforcement which aims to enhance the capacity of law enforcement agencies in participating member countries to effectively adopt and integrate responsible AI innovation practices into their operations. The post holder will be responsible for the capacity building and training part of the project, aiming to equip executive/senior law enforcement leadership in targeted member countries with a foundational understanding of AI and the necessary knowledge and capabilities to effectively adopt and integrate responsible AI innovation into their agencies.

 

 

PRINCIPAL DUTIES AND ACTIVITIES

 

The post holder is responsible, under the supervision of the Head of I-RAIL, for handling the following tasks:

 

DUTY 1: PROMOTE RESPONSIBLE AI IN LAW ENFORCEMENT

  • Develop and implement strategies to promote responsible AI innovation in law enforcement agencies through for example awareness raising and knowledge exchange, tailored practical support to member countries including training.
  • Conduct research on the application of AI in law enforcement, including the identification of best practices and potential risks; the insights of which will enable INTERPOL and its member countries to understand and mitigate challenges in the responsible deployment of AI in the evolving operating environment.
  • Keep an overview of innovative AI solutions, use cases, and/or policy and legislative developments relevant for law enforcement.  

 

DUTY 2: PARNERSHIP DEVELOPMENT

  • Develop and maintain relationships with senir/executive leadership of law enforcement agencies in the project’s beneficiary countries, including identifying opportunities for collaboration and partnerships.
  • Foster relationships with other key stakeholders, including industry partners, academia and civil society to promote the project's objectives.

 

Duty 3: CAPACITY BUILDING AND TRAINING

  • Conduct training needs assessments to identify the training needs of beneficiary law enforcement officials in the area of AI with specific focus on responsible AI Innovation.
  • Design and develop training materials and resources that cover the foundational understanding of AI, responsible AI innovation, opportunities, challenges, and risks associated with AI, including developing curricula and training plans in close cooperation with the INTERPOL Capacity Building and Training Directorate.
  • Deliver training programs to senior/executive leadership in beneficiary member countries.
  • Evaluate the effectiveness of the training programs and make recommendations for improvement.

 

DUTY 4: PROJECT MANAGEMENT SUPPORT

  • Coordinate with the project team to ensure the timely delivery of main project outputs.
  • Monitor relevant project progress and reports to the project manager on a regular basis, including identifying and mitigating risks.

 

As well as the functions outlined above, the post holder is expected to

  • Assist his/her hierarchy (Executive Director, Director, Assistant Director or Head of the Lab) in the planning, coordination and prioritization of the overall Innovation Centre’s activities.
  • Accompany or represent their hierarchy on missions, at meetings and within working groups.
  • Perform any other duty as requested by the hierarchy.

 

QUALIFICATIONS, COMPETENCIES AND SKILLS

Education and qualification required

  • At least three years completed University education in a relevant field (AI, computer science). At least ten years’ working experience in the field of law enforcement/security and innovation will be accepted in lieu of a formal university qualification. A combination of formal qualification and experience will also be considered.

  • Professional fluency in English required.
  • Knowledge of another INTERPOL official language (French, Spanish and/or Arabic) would be an additional asset.

 

Experience required

  • Minimum of at least three years’ experience in a law enforcement organization/agency or a security related field.
  • Extensive knowledge of and interest in AI and digital technologies and its application in the law enforcement and the broader security context.
  • Proven track record of capacity building and training experience (developing and delivering online and in-person training), preferably at a senior/executive level.
  • Strong background in Internet research.
  • Experience in international co-operation/investigations would be desirable.
  • Experience in working or studying in an international environment would be desirable.
  • Project management experience would be desirable.
