The INTERPOL Cybercrime Threat Response and Cyber Fusion Centre (CFC) is a neutral and secure workspace where law enforcement and the private sector collaborate to triage threat, consider disruptive responses and produce actionable intelligence to assist INTERPOL member countries in the fight against cybercrime. Inside the CFC, the Cybercrime Threat Response Unit utilises information and data from multiple sources; collecting, processing, storing, analysing, evaluating and disseminating intelligence to assist member countries in tackling cybercrime. It produces intelligence at strategic, tactical and operational levels. Through intelligence development and global coordination, to deliver relevant and timely cyber operational activities. Under the direction of the Assistant Director and in support of the INTERPOL Crime Programmes, the Head of Cybercrime Threat Response Unit is a first line manager responsible for the daily operations of a team consisting of law enforcement personnel and attached experts from the private sector from around the world.

 

PRINCIPAL DUTIES AND ACTIVITIES
The post holder’s main responsibilities include, but are not limited to:

  • Coordinate and Lead CTR communication/interactions with member countries and private entities in line with organisational policy and procedure;
  • Prioritise, plan, coordinate, and execute threat response, the development of actionable intelligence products and the operational outreach to support member country law enforcement requirements in the fight against cybercrime;
  • Coordinate CTR support to dynamic and proactive cyber operational activity;
  • Proactively develop and engage with private sector experts and non-governmental international organizations (e.g. Europol) to enhance the team’s understanding of cybercrime and to increase effectiveness in developing relevant intelligence packages;
  • Together with internal business units and hierarchy, create standard operating procedures and workflows in managing the daily operations of the Cybercrime Threat Response Unit;
  • Identify, develop and manage the Cyber Fusion Centre tools, sources and capabilities that allows for the operation of CTR activities;
  • The post holder is also responsible for developing the unit’s staff, providing them with daily guidance, ensuring accurate implementation of the policies and hierarchical decisions, and of the quality and timelines of the produced deliverables;
  • The post holder may be asked to represent the Head of CIU and CTR Assistant Director at different fora;
  • The post holder is expected to carry out any other duties relevant to the Cyber Directorate Mandate, as directed by her/his hierarchy.

EDUCATION AND QUALIFICATION REQUIRED:

  • Experienced police officer, or official able to demonstrate equivalent professional experience/training in the sector of police area/law enforcement agencies (5 years minimum).
  • Three years University education (Masters or Doctorate would be an additional asset).


EXPERIENCE REQUIRED:

  • At least 5 years of experience in a cybercrime intelligence or investigative role.
  • Working knowledge of legal issues relating to cybercrime.
  • Experience in working or studying in an international environment would be desirable.
  • Experience in staff supervision is highly desirable.
  • Working knowledge of cyber criminality including (but not limited to) hacking, malwares, and other online crimes.

 

LANGUAGES:

  • Fluent language skill s in written and spoken Engl ish . Knowledge of another official language (French, Spanish and/or Arabic) would be an additional asset.
