* This position is financed by a third-party, external to the Organization with funding provided by the donor. Although there is a commitment from the donor, the appointment may be terminated prior to indicate official end date of project, should the external funding for this position no longer be available. This position also carries, in principle, no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organization’s Staff Manual, to satisfactory performance and to availability of funds.

SUMMARY OF THE ASSIGNED DUTIES,

INCLUDING GOALS AND OBJECTIVES OF THE POST

Within the Executive Directorate Police Services, Cybercrime Directorate (EDPS/CD), the GLACY-e Coordinator will assume overall responsibility for managing INTERPOL’s involvement in the GLACY-e Project. The incumbent will ensure the strategic alignment between the GLACY-e Project and the Global Cybercrime Programme of INTERPOL by working closely with the Project Management Unit (PMU) of the Cybercrime Programme Office of the Council of Europe (C-PROC). The coordinator will ensure the Project is managed in accordance with the standards of both INTERPOL and the Council of Europe. At activities level, the incumbent is responsible for implementation of project activities prescribed in the GLACY-e logical framework, including planning, organizing, and delivering activities. In most of project activities, the incumbent is expected to provide on-site consulting as a subject matter expert. The GLACY-e coordinator will report to the Assistant Director of the CSCD.  

The post holder may be required to travel abroad to coordinate and organize capacity building programmes with stakeholders.

 

PRINCIPAL DUTIES AND ACTIVITIES

 

DUTY 1:

In close coordination with the Assistant Director of CSCD, have overall responsibility for designing and implementing the delivery of the project, including:

  • Recruitment of project staff
  • Planning, coordination and delivery of advisory missions, problem solving workshops in liaison with the project countries
  • Establishing and mentoring regional expert pools in four regions and inducing self-driven activities of the regional experts
  • Planning, coordinating and organizing international conferences on cybercrime and electronic evidence cooperation
  • Monitoring of budget

 

Establish the planning and expected deliverables in order to meet decisions taken with the hierarchy and the external donors.

Pro-actively detect any implementation issue, and suggest to his hierarchy of external donors any relevant refinement to the planning, in order to ensure the expected results of the Project.

Personally take charge of some of the planned tasks, especially of the utmost complexity with respect to the incumbent’s specialized expertise.

 

DUTY 2:

Be the central point of contact, both from inside and outside the organization, with respect to the project, and can be called upon to represent the Organization in that perspective.

Ensure the efficient and smooth coordination with all colleagues from within the Organization, and facilitate the working relationship of project towards other directorates when necessary.

Provide adequate and timely response to any specific questions or advice sought by the management, staff or outside partners.

Work closely with law enforcement agencies and other stakeholders in recipient countries.

Work with other international organizations in the framework of the project objectives.

Maintain an appropriate international network in order to ensure continuous exchanges on needs and expected outcomes from member countries and external donors.

Be responsible for project reporting, as required by INTERPOL.

 

Assume overall responsibilities for compliance with project reporting requirements and regulations set out by the external donors.

Regularly meet with the main stakeholders and provide progress reports.

Can be called upon to represent the Organization in that perspective. May also be required to provide internal briefing for INTERPOL management, presentations at INTERPOL conference and may be called upon by the Organization’s governance bodies, including the Executive Committee and the General Assembly, if so required by management.

 

DUTY 3:

Supervise the staff members assigned to the project.

Provide daily guidance to the unit’s staff, in order for the staff to perform the missions as required.

Monitor the quality and timelines of the Staff’s work, in compliance with planning and any relevant policy/rule.

Conduct formal performance appraisals of staff, as required and defined by INTERPOL’s staff rules.

Identify training needs for the staff to continuously maintain adequate education in connection with the mission handled.

Assess the unit’s staff in a timely and objective manner.

Monitor the use of human/financial resources and regularly report to the Assistant Director.

 

DUTY 4:

Provide pro-active guidance and sound analytical studies, for the hierarchy’s decision, in order to continuously develop the project. 

Constantly and pro-actively stay abreast of the evolvements in the coordinated area, in order to provide the best possible tailor-made operational service to the member countries in agreement with the donors.

 

DUTY 5:

May perform any task related to the relevant area, or the unit’s mandate, in order to ensure the Organization can continuously provide efficient support to member countries’ law enforcement agencies.

Perform other related duties as required by the hierarchy.

Education and qualification required:

  • Three-to-four years’ education at a university or other specialized higher education establishment in a related area (Master’s Degree or a Post-graduate University degree in law, cybercrime/cyber-security or a similar area would be an additional asset).

 

Experience required:

  • Five years of professional experience in investigating cybercrime or digital forensics required
  • Work experience in international setting is required.
  • Work experience in managing, planning, implementing and evaluating capacity-building or technical development projects, especially in the area of training (design of training curricular, delivery of trainings).
  • Work experience in project proposal writing, reporting and budget preparation is highly desirable.
  • Previous work experience with external donors is recommended.

 

Languages:

  • Fluency in English is required;
  • Fluency/proficiency in French or Spanish languages would be considered as an additional asset.

 

Abilities required:

  • Proven knowledge of relevant international instruments and measures on cybercrime such as the Budapest Convention;
  • Mature understanding of technical aspects of cybercrime and electronic evidence, including computer science, network security, and digital forensics;
  • Strong communication skills, both in written and oral form (public speaking and delivery of presentations);
  • Experience in international development, strategic planning, and risk management;
  • Proven ability and efficiency in meeting commitments, observing deadlines and achieving results;
  • Proven ability to coach, monitor, motivate and develop staff;
  • Proven ability to review and revise the work of others;
  • Expertise in working with computers including knowledge of oral presentations software and word processing software;
  • Good social skills, particularly in a multicultural environment;
