SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
The post reports directly to the Secretary General.
The position is responsible for providing leadership and coordination of investigative support to member countries, with a focus on managing threat-specific programmes that address key criminal areas such as cybercrime, financial crime, terrorism, and organized crime. This includes leading externally funded projects and multidisciplinary teams to ensure effective resource allocation and achievement of objectives. The role also entails directing the activities in the creation and management specialized Investigative Task Forces (ITCs) dedicated to particular threats or criminal groups, ensuring these units are properly staffed, equipped, and operated within legal and ethical standards. Additionally, the position directs operational activities related to the identification, location, arrest, and extradition of individuals of interest recorded in the INTERPOL Information System, coordinating with national and international partners to facilitate cross-border law enforcement efforts.
Beyond operational management, the role demands strategic oversight and organizational leadership to align investigative support initiatives with the broader goals of the organization. This includes developing multi-year strategies, fostering collaboration across programmes, and driving performance through clear objectives and evaluation frameworks.
PRINCIPAL DUTIES AND ACTIVITIES
OBJECTIVE 1/Mission 1: Oversee INTERPOL Threat Programmes delivery
- Provide strategic leadership and oversight to Directors in charge of INTERPOL threat-specific programmes addressing priority crime areas of cybercrime; terrorism; organized and emerging crime; financial crime and anti-corruption;
- Lead and direct the activities of threat-related externally funded projects and initiatives, ensuring alignment with organizational objectives, donor requirements, and international standards;
- Ensure cross-programme coordination to achieve efficient resource allocation, progress monitoring, and timely delivery of objectives underpinning the INTERPOL Strategic Framework;
- Facilitate collaboration and information exchange among member countries to strengthen collective responses to emerging and evolving threats;
- Provide direction on the development and implementation of continuous assessment and adaptation of programmes based on threat analyses, intelligence updates, and feedback from member countries and partners;
- Ensure threat-specific expertise and guidance is provided in a timely and effective manner by relevant directorates, following requests by member countries’ authorities;
- Ensure coherent, timely and up-to-date reporting on programme performance and delivery to senior management (Secretary General and Strategic Management Board); governance bodies (Executive Committee and General Assembly) and, as applicable, internal and external Auditors;
- Provide strategic guidance on the development, roll-out and population of real-time Key Performance Indicators monitoring dashboards to be accessed by internal stakeholders;
- Ensure well-coordinated cooperation and information exchange with the Executive Directorate, Partnership and Planning (EDPP) in the engagement of donors and partners supporting INTERPOL Threat Programmes;
- Ensure effective coordination, synergy and de-confliction of threat programme activity and other core or externally-funded initiatives related to law enforcement capacity building (e.g. projects managed by Executive Directorate Police Capabilities).
OBJECTIVE 2/Mission 2: Oversee INTERPOL case support operations
- Provide guidance and oversight to the Director, Task Force Coordination Lead the design, establishment, and operationalization of Investigative Task Forces (ITFs) focused on specific threats or criminal groups to enhance targeted national and international law enforcement responses;
- Develop deployment strategies that ensure task forces are effectively staffed, equipped, and supported for both temporary and sustained operations;
- Lead the activities in monitoring the performance and impact of ITFs, facilitating adjustments to tactics, priorities, and collaboration mechanisms as necessary;
- Ensure that task forces operate within INTERPOL legal frameworks and fostering accountability and transparency of relevant units and personnel;
- Promote capacity building initiatives with Member countries in support of ITFs, including specialized training and knowledge-sharing initiatives;
- Enforce strict compliance with internal guidelines on communication with National Central Bureaus by units engaging with specialized national law enforcement entities, while ensuring case-related operational security;
- Ensure appropriate segmentation measures between case support operations and broader EDIS activities, in order to enforce appropriate standards of operational and information security.
OBJECTIVE 3/Mission 3: Strategic Management and Organizational Leadership
- Provide strategic vision and leadership to ensure the alignment of investigative support activities—including threat-specific programmes, Task Forces, and operational casework—with the overall mission and strategic priorities of the organization;
- Lead the development and implementation of multi-year strategies and operational plans for the investigative support function, incorporating global crime trends, member country priorities, and INTERPOL’s strategic frameworks;
- Ensure a unified and coherent organizational approach to investigative support by fostering cross-programme collaboration, reducing duplication, and optimizing resource utilization;
- Drive performance management by setting clear objectives, KPIs, and evaluation frameworks across all investigative support activities and programmes;
- Represent the organization’s investigative support mandate in strategic forums, intergovernmental panels, and policy dialogues to strengthen partnerships and enhance visibility;
- Cultivate a culture of operational excellence, innovation, and continuous improvement across teams involved in investigative and operational support;
- Provide leadership and professional development to senior managers, project leads, and field teams, ensuring they are equipped with the competencies and tools needed for high-impact delivery;
- Identify and manage strategic risks related to investigations, external funding, interagency cooperation, and political sensitivities across member countries;
- Maintain oversight of budgets and ensure financial stewardship across externally funded and core-funded programmes, in line with donor and organizational governance standards;
- Foster strong cross- Executive Directorate collaboration.
OBJECTIVE 4/Mission 4

QUALIFICATIONS, COMPETENCIES AND SKILLS EDUCATION AND QUALIFICATION REQUIRED
- At least five years’ completed University education in a relevant domain.;
- Certification if any.
EXPERIENCE REQUIRED
- At least 15 years of management experience at senior level within a national law enforcement agency or an equivalent service, in operational roles;
- Very strong understanding of operational law enforcement cooperation at national and international level;
- Experience in planning and managing complex tasks, under minimum supervision;
- Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc.
LANGUAGES
- Fluency in English is required;
- Fluency or proficiency in additional official working languages would be an additional asset.
