INTRODUCTION OF THE POST

The Human Trafficking and Smuggling of Migrants Unit (HTSM) supports INTERPOL’s member countries to commit to and strengthen international police cooperation. The unit’s core role is to develop and implement relevant, efficient, effective, and sustainable strategies that support INTERPOL’s 195 member countries in the identification and dismantling of organized crime groups engaged in human trafficking and migrant smuggling. These threats affect every country in the world. With its unique operational and analytical tools and expertise, INTERPOL is strongly positioned to support law enforcement to respond to these threats and combat Trafficking in Human Beings, Smuggling of Migrants and related crimes. With its global outreach capacity and direct connection to national law enforcement agencies, INTERPOL conducts and coordinates regional and global operations and activities targeting human trafficking and migrant smuggling with a significant impact across the world.
Under the supervision of the Assistant Director, Vulnerable Communities (VCO), the Coordinator of the HTSM Unit will oversee the overall design and implementation of the INTERPOL strategy for combatting trafficking in human beings and the smuggling of migrants. The coordinator will oversee the planning of operational and strategic activities ensuring their alignment to the strategy of the Unit and the Organization. The coordinator will manage the HTSM Unit to implement the core and project-based activities, will lead the establishment and strengthening of internal and external collaboration partnerships, will obtain the needed resources and empower team members to achieve their team and individual goals. The coordinator will facilitate a pleasant, safe and innovative work environment.

 

PRIMARY DUTIES

 

DUTY 1

Be responsible for the management of the daily work and delivery of the tasks assigned to the HTSM team. Responsibilities will include guidance, support, organization, review, prioritization and development of the team’s activities and projects. All while maintaining a positive and collaborative work environment and being attentive to team members.
Ensure the proper execution of policies, decisions and deliverables in compliance with the Organization’s priorities, rules and regulations. Provide assistance to INTERPOL colleagues in relation to the processing of data and of providing guidance to staff in charge of such processing.
Put forward proposals and solutions based on needs, to progress the unit’s activity, efficiency and success in supporting INTERPOL’s member countries to fight Human Trafficking and Smuggling of Migrants.

 

DUTY 2

Contribute to topics relating to the crime areas, such as policy, legislation, technology, gaps, strategy and goals. Be knowledgeable, able to support any HTSM unit activity and represent the unit and organization. Act as INTERPOL’s key point of contact in trafficking in human beings and the smuggling of migrants. Provide both strategic and tactical advice to the Assistant Director of the VCO Sub-Directorate and senior management. This will include but is not limited to:

  • Initiatives for the development of the area, including identification of new activities and projects.
  • Organization of events
  • Development, delivery and / of oversight on (training) needs assessments.
  • Preparing written reports
  • Participation in professional forums and delivery of presentations and speeches
  • Participating in management meetings and external strategic activities
  • Development and maintenance of partnerships with INTERPOL Regional Bureaus and National Central Bureaus, specialized national units, and other relevant stakeholders within law enforcement and beyond.
  • Other relevant matters pertaining to the Unit’s strategy.

 

DUTY 3
Contribute to cross unit and directorate collaboration, actively seeking areas for collaboration, as well as alignment of policies and efforts.
Develop and maintain partnerships with relevant stakeholders across the world, will identify new partnerships and will contribute to the sustainability of the activities of the HTSM unit.

 

DUTY 4
Perform any other duties relevant to the position as required by the hierarchy.

 

 

REQUIREMENTS

All candidates will be assessed on the under mentioned requirements.

 

Training/Education required

  • Three to four years’ completed University degree in criminal law-related disciplines or equivalent is required.
  • Training in the police or law enforcement sector.
  • Master’s degree is an additional asset.

Experience required

  • A minimum of 5 years of experience in the trafficking of human beings and/or smuggling of migrant’s crime domain is required.
  • Management experience is required.
  • Experience in project management is highly desirable.
  • Regional and/or international experience is desired.

Languages

  • Fluency in English is required. 
  • Proficiency in a second official working language of the Organization (Arabic, French or Spanish) or additional languages would be an additional asset.

Specific skills required
