INTRODUCTION OF THE POST
The Project Portfolio Management Office (PPMO) is located within the Executive Directorate for Partnerships and Planning (EDPP), within the Planning and Development Directorate (PLD). 

The Executive Directorate Partnerships and Planning (EDPP) is responsible for overseeing and coordinating the strategic portfolio of the INTERPOL in a comprehensive and cross-organizational fashion. The strategic portfolio has two main facets: 1) Internal strategic development and affairs, which is led by the Planning and Development Directorate, and; 2) External strategic affairs, which is led by the Strategic Partnerships Directorate and the three INTERPOL Special Representation Offices to the African Union (AU), the European Union (EU), and the United Nations (UN).

The Planning and Development Directorate helps coordinate a number of strategic functions that, when combined, help refine, socialise and manage INTERPOL's strategic and project-based planning processes. PLD is responsible for defining, together with INTERPOL leadership, the strategy of the Organization, linking it to change management, aligning the activities and project portfolio with the strategic priorities and for ensuring effective liaison and outreach with INTERPOL donors to attract and allocate funding for INTERPOL's activities and projects. This will include coordinating and advising relevant project leadership to ensure constant and consistent strategic alignment with INTERPOL's Strategic Framework.

PPMO fulfills an Organizational need for a central unit that oversees project management and the project management framework at INTERPOL. PPMO is responsible for the accompaniment of projects and Project Managers, and the portfolio management to understand and analyze the total impact of the portfolio of projects. PPMO also contributes to risk mitigation within the project portfolio, provides analytical support to Senior Management, and assists individual initiatives across INTERPOL during the project lifecycle.

Under the supervision of the Coordinator Data Management and Analysis, the incumbent will assist in the fulfillment of Project Portfolio Management through the design, implementation, and maintenance of digital systems and tools that support the project lifecycle and portfolio level analysis. The resulting research, analysis will support the drafting of policy documents, and quantitative/qualitative analytical exercises, in order to provide a comprehensive understanding of relevant issues facing INTERPOL projects and programmes. Further, the incumbent will utilize PPMO and Organizational datasets to develop effective reporting mechanism that provide senior leadership insight into the project portfolio implementation.

 

PRIMARY DUTIES

DUTY 1 - Project Portfolio Management Digitalization

  • Contribute to the implementation and maintenance of Organizational project and portfolio management process tools, including collaboration, workflow, monitoring, reporting, and stakeholder management systems.
  • Assist in designing and implementing project data infrastructures that align with above systems, and internal and external reporting requirements.
  • Maintain and update PPMO's project/portfolio data to support research, analysis, and production of quantitative/qualitative analytical reports, in order to provide a comprehensive understanding of relevant issues and policy or portfolio developments in support of the implementation of the mandate of PPMO.
  • Contribute to implementation's aspects: drafting of operational and technical specifications; configurations and developments; tests; preparation for launch; post-launch support.

DUTY 2 - Data Analysis

  • Handle deeper analysis of statistics or the implementation of business intelligence based on project portfolio evolution to understand important trends in the portfolio of the Organization on a short or long term basis.
  • Produce regular reports on key points of interest or in response to specific requests for detailed analysis of project portfolio topics to provide actionable information and assist decision-making.
  • Assess the potential need to call upon an external partner for complex requests for which we do not have the expertise.
  • Develop and configure specialized elements of the tools in compliance with the Organization's development standards.
  • Utilize PPMO and Organizational tools to support drafting of presentations, talking points, statements, briefing material, official correspondence and other strategic documents related to the project portfolio or project management framework at INTERPOL.
  • Produce project management analytical documents destined for use by Senior Management for internal or external purposes.

DUTY 3 - Project Management Digital Tool Standards and Governance

  • Contribute to the development of PPMO digital tool user manual and guides.
  • Contribute to policy related to the utilization of digitals tools that support PPMO's project and programme life cycle. These include digital solutions that support PPMO collaboration with project teams, project validation workflow and other future digital solutions.
  • Understand and effectively provide guidance and awareness-building to business units on the application of the Project Management digital solutions provided by PPMO to support business units.
  • Prepare standardized operating procedures for the use of digital tools in the initiation, implementation, monitoring, or closing phases of a project.

DUTY 4 - Project Lifecycle Support

  • Monitor and analyze the implementation of digital tools that support project management within INTERPOL, recommending further improvements and solutions as necessary.
  • Identify problems and issues with project management tools and templates and propose corrective actions.
  • Specific to the deployment and use of digital project management tools, provide substantive support to consultative and other meetings, workshops, etc., to facilitate effective collaboration of project/programme contributors across units, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

DUTY 5 - Portfolio Management & Other Duties

  • Support the Assistant Director in the continuous digital development of the Sub-Directorate, and when required represent the Sub-Directorate at external events, conferences and meetings.
  • Perform all other functions, duties, and responsibilities that may be necessary to insure the smooth functioning of the Sub-directorate as required by the hierarchy.
  • Perform any other duties as required by the supervisor.

 

REQUIREMENTS

Training/Education required

  • Three-to-four years' education at an accredited University or other specialized higher education establishment in Data Science/Analytics, Computer Science, Data Engineering, Business Analysis, Business Management, Data Management or another relevant field.
  • Certification in the field of project management and/or portfolio management, e.g. PRINCE 2/PMP certification or P3O/MoP, would be a strong asset.

Experience required

  • At least 3 years of relevant experience in the field of data analysis and reporting, analysis of projects and/or project portfolios, or a related area is required. 10 years' experience in the area is required if the post holder does not have the required level of education or certification.
  • Previous experience in the implementation and/or use of project data management, service management and/or enterprise resource management systems.
  • Experience working in a project management environment would be a strong asset.
  • Experience working in a development focused international or multicultural environment would be an asset.

Languages

  • Fluency in English (written and oral) is required.
  • Knowledge in any of the other official working language of the Organization (French, Arabic or Spanish) would be an asset.

Abilities required

  • High proficiency in the use of MS Office suite (MS Excel, MS Word, and MS PowerPoint in particular);
  • Interest for information technology and its use to improve processes efficiency and delivery.
  • Flexibility to perform a range of different tasks simultaneously and in a timely manner, and ability to set priorities;
  • Knowledge of data analysis and reporting using appropriate technological tools;
  • Feedback capabilities in order to maintain an understanding of the overall portfolio and its environment so that concerned parties are able to review the programme's status;
  • Problem-solving skills to tackle problems when they arise, trace them back to the root cause and craft solutions ;
  • Self-motivated, methodological, and work collaboratively in a team or individually while meeting deadlines;
  • Proficiency of oral presentation to communicate effectively with team members, management and stakeholders;

  • Conflict management and negotiation — conferring with others to come to terms with them or to reach an agreement.
  • Previous experience in implementing systems supporting Business Process Management (ServiceNow or another project management tool), Customer Relations Management — CRM (Sales Force or similar) and Databases (e.g. Access) would be an asset.
  • Experience in business analysis and reporting and workflow creation for a project management office would be a strong asset.
