- This position is financed by a third-party, external to the Organization with funding provided by the donor. Although there is a commitment from the donor, the appointment may be terminated prior to indicate official end date of project, should the external funding for this position no longer be available. This position also carries, in principle, no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organization’s Staff Manual, to satisfactory performance and to availability of funds.
Tests/interviews in connection to this selection procedure will take place approximately 1/3 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly, in case they are short-listed.
Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment at the latest.
This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.
SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Information Systems & Technology Directorate (IS), the Sub-Directorate Operations (OPE) is responsible for provisioning, managing, and maintaining INTERPOL’s core technology infrastructure including in particular the INTERPOL Secure Cloud, managing the Organizations database management systems, bringing new products into production, and IT security monitoring and operations. It comprises four Departments.
The Application Support & Data Management Department (ASDM) is responsible for implementing and maintaining applications for the Organization (police and non-police applications), as well of the management of the data for the Organization (securing, transforming, storing, making data available to the users and applications). The Department consists of 3 groups: Transition & Release Management, Data, and ERP Competence Centre.
The Data Analyst reports to the Head of ASDM Department and is responsible of the smooth operation and maintenance of all Databases and Data sources infrastructure of the Organization in accordance with established service levels agreements.
The incumbent will design, build and maintain solutions that store, protect and make available large amount of data for the Organization. This data can relate to Criminal, Non-critical or Internal applications. He/she will as well evaluate and integrate Artificial Intelligence (AI) modules in our AI cluster.
PRINCIPAL DUTIES AND ACTIVITIES
DUTY 1: Develop and implement data analysis
- Collect and interpret end user needs.
- Identify and extract from data sources (files, database, datalake, etc.).
- Develop and optimize data extraction.
- Map the data structures and create metadata.
- Apply the security rules to the dataset.
DUTY 2: Manage Master Data and Metadata
- Write, test and optimize programs that extract data from unstructured datasets in the Datalake to create structured data (Hive, Hbase, SoIR, relational or NoSQL tables).
- Enforce classic statistical models.
DUTY 3: Manage AI based modules
- Identify and benchmark AI/Machine Learning (ML) based modules.
- Ensure model scaling and monitoring.
- Ensure model fine tuning.
- Perform resource monitoring and management.
- Create and maintain Application Programming Interface (API).
Perform any other duties as required by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
Education and qualification required:
- Three-to-four years’ education at a University or other specialized higher education establishment in a field related to Data Analysis/Data science.
Experience required:
- At least three years in an IT related environment linked to Data Analysis/Data science.
- A first experience as a Data Analyst or Data Scientist in a production environment will be a bonus.
- An international experience is an asset.
languages:
- Fluency in English is required. Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an asset.
Abilities required:
- Working knowledge of the AI models and techniques.
- Experience in building a dataset within a datalake and using data-visualization software to display the information.
- Experience in building and optimizing data pipelines, architectures, and data sets.
- Experience with rational SQL and NoSQL databases.
- Working experience in Data Manipulation language: Python, SQL.
