GOALS AND OBJECTIVES OF THE POST
The Executive Directorate Resource Management (EDRM) covers Finance and Corporate Services (FCS), and Human Resources. Within the FCS Directorate and under the guidance of the Head of Budget & Analysis, the Budget Coordinator will be responsible for the planning, preparation, implementation, and monitoring of INTERPOL's global budget, ensuring alignment with the organization's strategic and operational objectives including all types of funding. The Budget Coordinator will supervise a team of finance and budget professionals and will work closely with another Budget Coordinator who will supervise a separate team within the same department.
PRINCIPAL DUTIES AND ACTIVITIES
DUTY 1/Budget construction and monitoring
- Oversee the preparation and implementation of detailed budgets for the Organization's programs, projects, or units, in collaboration with senior managers.
- Develop and present forecasts and financial reports for review and approval by the organization's senior management and governing bodies.
- Monitor and analyze actual spending versus budget, providing timely and accurate information on variances and taking corrective action when necessary.
- Ensure and report on the Organization's financial status through strategic view.
DUTY 2/ Budget team management & development
- Manage a team of finance and budget professionals, including setting team objectives, delegating tasks, providing regular feedback, professional development, and performance management.
- Develop and maintain relationships with internal clients (within the EDRM or other Executive Directorates) and external stakeholders, including auditors, sponsors, and suppliers.
- Stay up to date with industry trends, developments, and innovations in financial management and budgeting.
DUTY 3/ Senior Management financial recommendation
- Provide financial and budgetary recommendation to senior management.
- Set up and maintain financial KPIs to track performance.
- Be proactive on suggesting areas to optimize cost and monitor it.
- Be part of the decision-making workflow for future developments, projects, and staff.
DUTY 4/Ensure efficient Budget support
- Liaise with donors and funders to ensure compliance with financial reporting and justification requirements.
- Organize support during audit and follow-up of findings or recommendations.
- Assign incoming financial enquiries and requests to members of their team through adapted workflows and structure.
- Provide guidance and training to organization staff on financial management and budgeting policies, procedures, and best practices.
DUTY 5/Maintain and improve systems and processes
- Develop and maintain financial management systems and procedures to support the progress and implementation of the Organization's global budget.
- Ensure the update of financial policies and regulation evolutions.
- Set up internal control mechanisms to ensure compliance with policies and data quality.
May act as Head of Unit in case of absence or if needed; may replace other Budget colleagues in case of absence or if need be.
Perform any other duties as required by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
Education and qualification required:
- Three to four years’ completed University degree in finance, accounting, or a related field.
Experience required:
- Minimum of five years of progressive experience in financial management, budgeting, and financial analysis, including at least 1 year in a management role is required. Additional experience beyond one year would be considered an asset.
- Demonstrated experience and in-depth knowledge of financial management, budgeting, financial analysis, and internal control principles.
- Experience in an international organization or multicultural environment.
- Knowledge of ERP (SAP or similar).
Languages:
- Excellent written and verbal communication skills in English. Knowledge of French is a strong asset. Knowledge of another official language of the Organization (Arabic, Spanish) will also be considered as an asset.
Abilities required:
- Strong computer skills, including proficiency in accounting and financial management software.
- Ability to work under pressure, manage multiple tasks, and meet deadlines.
- Ability to work in a team and establish effective working relationships with colleagues, management, donors, and funders.
- Ability to travel overseas occasionally.
- Proven experience in team management and leadership, including the ability to set clear objectives, delegate effectively, and provide constructive feedback.
