This selection exercise will be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.

 

 

SUMMARY

 

Under the guidance of the Director of Cabinet, the post holder will be responsible for advising and supporting the Secretary General on the implementation of leadership’s priorities and change management initiatives within the Organization. In the execution of these functions, the Senior Transformation Adviser will have to ensure close cooperation with the rest of the Cabinet of the Secretary General (in particular the Policy Advice Office (PAO)), top management of the Organization (Executive Directors and relevant Directors), and the Communications Directorate for internal communication purposes.

 

Duty 1

To directly provide strategic advice to the Secretary General (in coordination with the Cabinet of the Secretary General, and with the support of PAO) through:

  • Drafting of a Master Transformation Plan to create a comprehensive, multi-year plan that outlines our change priorities, timelines, and resource requirements, providing a clear roadmap for the organization to follow.
  • The identification of appropriate sequencing and dependencies to guide the short term (first year), medium term (three-year) and long term (five-year) horizon of the Secretary General’s transformation agenda;
  • The proactive identification and prioritization of change actions, including by anticipating and address potential roadblocks to be addressed with dedicated contingency planning in coordination with relevant Executive Directorates;
  • In close cooperation with the Executive Directorate Partnerships and Planning (EDPP), the drawing up of business plans and related reporting to leadership (e.g. high level deliverables), to ensure alignment with the Secretary General’s evolving expectations;
  • In close cooperation with EDPP, the establishment of progress and performance indicators to develop and track key metrics to measure the success of change initiatives, enabling data-driven decision-making and ensuring that we are on track to meet our goals;
  • The shaping of key programmatic messages to be delivered to the Executive Committee, General Assembly, Advisory Group on Financial Matters with regards to the Transformation agenda implementation.

 

DUTY 2
To assist the Secretary General in the implementation of identified change actions and in particular:

  • Collaborating with senior stakeholders (Assistant Director and above) across the organization to gather input, build support, and ensure that change initiatives are aligned with strategic priorities and operational delivery;
  • Actively monitoring progress of agreed change actions, and reporting regularly to the Secretary General and to the Strategic Management Board;
  • Designing and implementing solutions to increase transparency to leadership, management and Executive Committee with regards to progress and outcomes of the Transformation Plan;
  • Providing guidance and support to teams and departments on change management best practices, process mapping, and project planning in the execution of the Master Transformation Plan.

 

DUTY 3
To spearhead the exploration of solutions to modernize and increase efficiency of the General Secretariat internal processes by:

  • Analysing and mapping existing processes within the General Secretariat
  • Identifying shortcomings and inefficiencies in current internal processes and functions.
  • Identifying opportunities for streamlining and automation of tasks, flows, and delivery by relevant units
  • Developing recommendations for process improvements, including the elimination of unnecessary steps, the introduction of new technologies, and the optimization of resource allocation
  • In close coordination with the Executive Directorate for Technology and Innovation (EDTI) and Executive Directorate for Resource Management (EDRM), identifying opportunities for digital transformation of processes
  • Assessing the potential for digital solutions to improve process efficiency, reduce costs, and enhance user experience
  • Developing business cases for digital transformation initiatives, including cost-benefit analyses and implementation plans
  • Collaborating with internal stakeholders to design and implement digital solutions that meet the organization's strategic objectives
  • Monitoring the timely implementation of digital transformation initiatives launched under the leadership of the Secretary General

 

DUTY 4
Perform any other tasks as requested by the hierarchy or the Secretary General.

 

QUALIFICATIONS, COMPETENCIES AND SKILLS

 

EDUCATION AND QUALIFICATION REQUIRED:

  • At least five years’ University education (Specialization, Masters or Doctorate), in a relevant domain (public policy, management or International Relations/Security) with enhanced qualifications in international relations and international affairs required.

 

LANGUAGES:

  • Professional fluency in English (written and oral). Any additional INTERPOL official language (Arabic, French, Spanish) would represent an additional asset.

 

EXPERIENCE REQUIRED:

  • Minimum 10 years’ experience, full time, of extensive strategic & analytical background within an international organizational environment or an equivalent position in an international law enforcement/security organization.
  • Experience in providing strategic and communication advice
  • Experience in international police co-operation and relations.
  • Management experience.
  • Experience in working or studying in an international environment is desirable.
  • Exposure to private sector and related processes and partnerships an asset
     

ABILITIES REQUIRED:

  • Proficiency in standard office word-processing and presentation software is required;
