INTRODUCTION OF THE POST

 

Reporting directly to the Director Global Outreach & Regional Support, and as a team member of the Business Office, the Senior Project Officer is in charge of co-ordinating specialized daily and ad hoc projects, working group/conference, and any other file/activity in support of the Director GORS and of any area of the Directorate GORS.

 

The incumbent is GORS’ central point of contact in the files he/she manages, and is expected to provide advice to the Director GORS, his hierarchy and any other GORS managers regarding the further development of the area, including preparing written analytical/operational studies, status reports, oral presentations/speeches to be delivered during outside conferences, internal/developmental training needs assessments, and any other relevant pro-active issue pertaining to the area. He/she is also in charge of providing business management support (budget, HR, projects, business plans etc.) to facilitate the smooth management of the Directorate GORS.

 

The incumbent can be called upon request, to represent the Organization on the co-ordinated subject matter, and replace another colleague of the Business Office in the absence of the latter.

 

 

PRIMARY DUTIES

 

DUTY 1: Implement and co-ordinate all daily and ad hoc tasks pertaining to the relevant area.

 

  • Establish the planning and expected business deliverables in order to meet the decisions taken by the hierarchy in the police area at stake in a timely and efficient manner.
  • Implement the co-ordination of the missions as approved by the hierarchy, and in compliance with the established planning and rules.
  • Maintain daily contacts with GORS units' managers in order to perform the missions as required.
  • Personally take charge of some of the planned tasks, especially of the utmost complexity with respect to the incumbent specialized expertise in the area.
  • Monitor the quality and timeliness of the tasks, in compliance with the planning and any relevant policy/rule.
  • In close coordination with the Director GORS and GORS managers, pro-actively detect any implementation issue, and suggest to his hierarchy any relevant refinement to the planning and/or workflow organization, in order to ensure the Organization can achieve the expected results in the covered area.
  • Propose to the hierarchy any refinement of the Business Office's workflow / working methods, aiming at constantly improving the produced outcomes.

 

 

DUTY 2: Provide pro-active guidance and sound analytical studies, for his hierarchy's decision, in order to continuously develop the area at stake.

 

  • As the Organization's recognized expert in the relevant area, provide sound advice to his hierarchy on any file related to the subject matter.
  • Prepare/co-ordinate the preparation of written studies for his/her hierarchy, that can either encompass a status/statistics on the ongoing operational/analytical activities of the GORS Directorate, or advanced trend identification in the relevant area in order to provide a tool helping the hierarchy in orientating the activities in light of the member countries' law enforcement's needs.
  • Prepare business oral presentations for his/her hierarchy or for GORS managers' delivery during meetings or other conferences, training sessions etc.
  • Constantly and pro-actively stay abreast of the evolvements in the co-ordinated area, in order to provide the best possible tailored-made operational service to the member countries.

 

DUTY 3: Provide management support to ensure the smooth administrative running of GORS Directorate.

 

  • Primary point of contact for all matters relating to resource management within GORS Directorate. This activity is performed in close daily collaboration with GORS managers and other units as needed, and compliant with INTERPOL financial and HR rules.
  • Provide overall support to the Director GORS in the handling and coordination of GORS administrative management, including support to the daily management of GORS budget and HR matters.
  • Advise the Director GORS and GORS managers on matters pertaining to GORS management (budget, training, HR, business plans etc.) and suggest improvements.
  • Compile the annual GORS bids for submission to the Director GORS and monitor their overall implementation over the budget year. Provide compilation and follow-up support on GORS business plans and their reporting.
  • identify and suggest to hierarchy training needs for the staff to continuously maintain adequate education in connection with the mission handled.
  • Monitor the use of human and financial resources used in the Business Office and regularly report to the Director GORS/budget holder.
  • May be requested to provide management support on specific ad hoc projects (bids, reports etc.).

 

DUTY 4: Perform any other duty required by the hierarchy to support GORS activities.

 

Replace/back-up for other colleagues of the Business Office in their absence to ensure smooth continuity.

Perform any other duties as required by the supervisor.

 

 

 

 

REQUIREMENTS

All candidates will be assessed on the under mentioned requirements.

Training / Education required

  • Three-to-four years’ education at a University or other specialized higher education establishment.

 

 

Experience required

  • Five years in the area in question.
  • Experienced police officer, or official able to demonstrate equivalent professional experience/ training in the sector of police area/law enforcement.
  • Experience in project management is required.

 

Languages

  • Professional fluency in English is required.
  • Proficiency in a second/third official language of the Organization (Arabic, French or Spanish) would be an additional asset.

  • Capability in writing high quality documents, and to think strategically/from business perspective.
  • Good presentation skills, and ability to communicate.
  • Excellent organizational skills.
  • Good command of office softwares, and (when applies) of specific softwares used in the relevant area.

WORKING CONDITIONS

 

  • Remuneration for secondment: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years.   • The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
  • This post requires occasional travel on missions, sometimes of a long duration and at a short notice.
  • Within the limits of the applicable regulations in the duty station, INTERPOL supports selected candidates’ visa applications and/or special residence permits.
