SUMMARY OF THE ASSIGNED DUTIES,

INCLUDING GOALS AND OBJECTIVES OF THE POST

 

INTERPOL’s Border Management Programme contributes an important layer of security at each stage of passenger travel. Information gathered during the booking, the check-in and during border control when crossing borders will be effectively verified by checks against INTERPOL’s databases. Within the programme various work streams assist member countries in their efforts for an efficient and effective border management. The intelligence-led programme will build its activities on a thorough analysis of available data in order to identify areas of interest, hot spots all over the world and the right mix of measures to be applied. By doing so it will steer capacity building such as extension of I24/7, organize training in the use of INTERPOL capabilities, foster development and implementation of national standard operating procedure, facilitate operations as training on the job and targeted police activity. The programme will also follow latest developments in research in order to promote innovative solutions for border security and assess implications for the further Border Management activities of INTERPOL General Secretariat.

The Head of Programme will lead the activity of staff directly responsible to him and coordinate activity of other units in house linked to border management to ensure alignment with the Organization’s goals and priorities and avoid duplications of efforts. The incumbent will be in direct contact with the Director OSA and provide support as needed.

 

PRINCIPAL DUTIES AND ACTIVITIES

 

Duty 1

Programme delivery: Achieve the programme’s objectives on a strict timeline, direct the required reporting, manage the programme’s budget and staff, implement the programme management plan, constantly assess the risks of the programme and take mitigating action when necessary and ensure gapless documentation of the programme’s performance. This role includes direct responsibility for the further development of the organisations Iintegrated Border Management Taskforce (IBMTF) and its service to allow private entities to check the status of a travel document status checks (I-Checkit). It includes as well to perform operational programme activity such as operations and trainings, if required.

 

Duty 2

Programme Communication:  Communicate programme objectives, achievements and activities to the relevant stakeholders within the organization (management, staff, administration). Ensure buy-in and constant support of units involved within the organization. Support and advice the director in charge in reporting to the hierarchy and the organization’s governing bodies and advice in strategic questions.

 

Duty 3

PROGRAMME COORDINATIOn:  Coordinate the programme’s activities with others  linked to the Border Management Programme such as the management of different databases (SLTD, Dial-Doc), capacity building and training activities linked to the access to this data and the Organization’s goal to include real-time biometric checks against global watchlist data at borders.

 

Duty 4

Liaise with Membership, OTHER INTERNATIONAL ORGANISATIONS AND PRIVATE ENTITIES:  Represent the programme and border management expertise to the membership and within the Border Management working groups and conferences. Ensure efficient and geographically balanced collection of Member Countries’ business requirements in Border Management. Liaise with international organisations such as ICAO, IATA, UNODC, IOM, WEF and others in order to further develop our strategic partnership in the field of border management.

 

Duty 5

Manage the Programme Team:  Ensure effective staffing of the Border Management Programme team.  Take care for effective delivery of staff in its heterogeneous roles and disciplines. Engage in team and staff development. Ensure daily management of the team, with shared management responsibility where appropriate (Matrix organization). Ensure internal and external team communication.

 

Duty 6

Perform any other duties as required by the supervisor.

 

QUALIFICATIONS, COMPETENCIES AND SKILLS

Education and qualification required/FORMATION:

  • Five years’ education at a University or other specialized higher education establishment in a subject such as business administration, economics, public policy, law, Information technology, police science or others).

 

Experience required:

  • At least eight years’ work experience in managing police projects/programmes and operations including high value and/or complex police projects/programmes and operations, ideally in both public and private sector.
  • Ten years’ experience in areas associated with border management (such as human smuggling and trafficking, passport and visa fraud, travel document integrity to name a few), is required if the post holder does not have the required level of education.
  • Experience in a police environment is essential.
  • Working experience in a multicultural environment is an asset.
  • Experience in change management is an asset.

 

languages:

  • Fluency in English.
  • Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an additional asset.

 

Abilities required:

  • Essential skills :
    • Police programme/project and operations management
    • Knowledge and experience in Border Management related activities.
    • Strong communication skills, both in written and oral form
    • Ability to negotiate and moderate in matrix organisations
    • Proficiency in using IT applications (Office applications, Presentation, reporting, etc.)
