SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

 

The Fugitive Investigative Support (FIS) Sub-Directorate assists member countries in the location and apprehension of fugitives, through a number of initiatives, including the provision of operational support, focused projects, operational working groups, conferences and training initiatives.  FIS also cooperates with international Courts and Tribunals, national entities and other international organizations, to support searches for individuals wanted for genocide, war crimes and crimes against humanity.  The Assistnat Director FIS will manage the team in order to maintain and expand a network of experts in fugitive investigations as well as to share of best practices and innovative techniques and to provide specialized training to build capacity in fugitive investigations, including the tracking of Genocide, Crimes against Humanity and War Crimes perpetrators at large.

 

PRINCIPAL DUTIES AND ACTIVITIES

 

Duty 1

Define, plan, and implement the activities and policies of the Sub-Directorate so that the component parts of the Sub-Directorate will, through well-led and managed projects, provide quality, up-to-date  specialized operational police support and maintain an in-depth knowledge covering a wide range and scope of important of police matters, including training and investigative support to INTERPOL's member countries on specific high profile crime areas, as well as operational and administrative services for their regional and national crime fighting activities as required;

Duty 2

Initiate, coordinate, and ensure that the Sub-Directorate will, in a timely manner, identify existing and emerging database and data processing related issues and provide managed project-based solutions for the international law enforcement community and establish regular status reports of the Sub-Directorate’s activities for the Director and regular reporting on the outcomes of projects to senior management;

Duty 3

Develop and maintain effective contacts with other Sub-Directorates and Directorates of the General Secretariat, including leading or participating (as an expert in a field) in expert Working Groups, Regional Bureaus (RB), National Central Bureaus (NCB) and other national and international institutions outside the Organization, as directed, and represent the Directorate and General Secretariat in meetings and other fora when called upon to do so;

Duty 4

Maintain a detailed knowledge of the activities, strategies and tactical objectives and outcomes of project teams under his/her direct supervision;

Duty 5

Seek self-developed and independent solutions, resulting from in-depth analysis on Sub-Directorate issues, and provide them as recommendations for projects, activities and missions for the Sub-Directorate to be undertaken, and prepare accurate and timely reports on action taken.

Duty 6

Act on behalf of the Director in his/her absence and, when required, at organizational as well as international conferences and/or meetings;

Duty 7

Carry out all other duties as may be directed by the Director or the Executive Director Police Services.

 

 

QUALIFICATIONS, COMPETENCIES AND SKILLS

 

Education and qualification required:

  • 5 year's University degree (preferably in Law, Public Policy or Police Management).
  • Law enforcement training at senior level.

 

Experience required:

  • Minimum of 10 years' experience in the area in question and proven experience in management;
  • Strong leadership skills and experience as a Senior Manager of a national law enforcement agency or an equivalent position in an international law enforcement organization;
  • Sound background in fugitive investigations related to highly specialized criminal investigations including regional and national expertise / operational police support where relevant;
  • Experience in planning and managing complex tasks, with only minimum supervision;
  • Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc;
  • Experience in working with computers including knowledge of oral presentations software, business intelligence and word processing software;
  • Strong communication skills both in written and oral form are required.

  • Proficiency in a second official working language (Arabic, French or Spanish) would be an additional asset
