SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
The Assistant Director Environmental Security (ENS) forms part of the Directorate’s senior leadership team, as such, the role of Assistant Director is both strategic and operational in setting the direction, leading and managing operational teams focusing on Environmental Crimes.
Under the direct supervision of the Director, Organized and Emerging Crime, The Assistant Director ENS coordinates and supervises a number of strategic functions and units supporting the development and execution of this role.
He/She will be providing strategic oversight, coordination and leadership guidance in countering criminal activities affecting society and vulnerable communities in the view of ensuring a cohesive approach and response across its crime areas; in collaboration with other relevant crime areas.
He/She will have to contribute to the implementation of the ENS strategy and programmatic approach (in line with the INTERPOL and EDPS/OEC Strategy) and leading the delivery of strategic objectives and business plans. He / she will also lead organizational transitions in line with emerging organizational changes.
He/She will be responsible for overseeing the active functioning of INTERPOL initiatives, projects and mechanisms aiming at ensuring a smooth running of environmental Security main activities, this includes:
- Contributing to fighting transnational organized criminal groups who endanger the health and environment of individuals worldwide through the development of preventative, disruptive and investigative strategies that will reduce the impact of serious and organized crime.
- Building trust and relationships with relevant agencies and organizations by ensuring ENS is well connected and represented within relevant networks and organizations.
- Ensuring that INTERPOL member countries are offered effective support with a tailored assistance based on their needs and gaps through capacity building activities, investigative and analytical support. Supporting member countries in the identification of High Value Targets.
- Managing and supervising various projects and ongoing operational business activities in all the regions around the world. Fostering the global scope of the work and the implementation of regionally focused and inter-linked projects and activities.
- Ensuring effective management and monitoring of the Sub-Directorate’s human and financial resources.
He/she is also charged with building cross sector partnerships with stakeholders and identifying opportunity for common space collaboration with other INTERPOL Units, Sub directorates, Directorates and to develop, design and deliver tailored services considering the whole strategy of INTERPOL.
PRINCIPAL DUTIES AND ACTIVITIES/PRINCIPALES MISSIONS ET ACTIVITÉS
DUTY 1: Strategic leading and operational activities
- Drive effectively the strategic and business planning cycle of ENS, finalize, implement and continuously improve ENS’s Strategic Framework and programmatic approach which references to INTERPOL’s capabilities.
- Analyze and interpret strategical issues and ideas in the view of translating them into operational activities and practical solutions – and vice versa.
- Develop an inclusive leadership style and inspiring to others by seeking constantly to improving operational impact of the units – and thus improving the support to the Organization’s member countries.
- Manage effectively the sub directorate by ensuring the enhancement and the delivery of INTERPOL approaches and capabilities related to environmental.
DUTY 2: Inclusive management
- Define and supervise the work of coordinators and program managers assigned to the criminal areas.
- Manage complex programs on specialized issues within the context of self-contained and mutually supportive projects covering Interpol’s strategic law enforcement activities.
- Assist the Director in planning, programs, projects, ongoing activities, personnel, staffing and a budget cycle, and then manage its related financial and staffing resources.
- Provide leadership for the achievement of a work environment in which all individuals are treated fairly and respectfully, have equal access to opportunities and resources, and can contribute fully to the organization's success.
DUTY 3: Program/Project/Activities development, supervision, coordination and reporting
- Implement and continuously improve ENS’s overall strategy and programmatic approach and monitor cohesion with other organizational units.
- Coordinate and oversee ENS activities development and execution.
- Review and submit reports to the director related to Environmental Security progress, opportunities, challenges and risks.
- Provide in-depth analysis of the Sub-Directorate’s Organized Crimes activities in accordance with the Organization’s strategic framework and make appropriate recommendations to the Director and the Executive Director whereas appropriate.
- Assist the director and HR in recruiting, interviewing, and hiring officers and staff when required, as well as contributing to retaining talents.
DUTTY 4: Development of collaborative initiatives
- Liaise effectively and efficiently with all other Programs and units within the Directorate, Executive Directorate Police Services, the General Secretariat and the INTERPOL Global Complex for Innovation (IGCI) to ensure that there is a common understanding of policy and project or activity issues and procedures through timely and appropriate cooperation and information sharing.
- Develop and sustain close cooperation and collaborative initiatives in house with other units, sub directorates, directorates, National Central Bureaus, regional offices etc. as well as externally. Acts as the face of the sub-directorate in its core criminal areas and represent the sub-directorate in these crime areas within and outside the Organization whenever requested.
- Develop relationships and garner support from all main stakeholders and partners concerned to promote INTERPOL capabilities.
- Explore constantly collaborative opportunities fitting with the sub directorate’s mission, capabilities and the Organization’s overall mission by fostering international collaboration in the area of environmental crimes. Be on the lookout for strategic and intelligence led synergies and partnerships.
DUTY 5: Leadership
- Manage and lead groups of staff and teams disseminated across the organization in different duty stations. Ensure strong connections between the different units and duty stations.
- Ensure the delivery of high quality practice and effective management with effective leadership operative skills.
- Ensure compliance and adherence to internal policies and regulations.
- Provide influencing and participative management techniques that promote high quality and innovative practices and results, increasing team performance.
- Provide strategic coordination and leadership guidance in countering criminal activities related to organized crimes.
- Ensure the development of cohesive approaches and responses across its crime areas and across the Organization and inspire his/her teammates and the others by leading by example.
- Develop cohesive approaches and responses across the Environmental Security units and other units to enhance the organization’s performance in relation to environmental crimes.
DUTY 6
- To perform all other duties as may be required by the Director.
- He/She may be required to act in the absence of the Director
QUALIFICATIONS, COMPETENCIES AND SKILLS/QUALIFICATIONS, COMPÉTENCES ET APTITUDES
EDUCATION AND QUALIFICATION REQUIRED:
- Post-graduate university degree (preferably in Law, Strategic Management, Public Policy, International/foreign Affairs, Diplomacy or Police Management) is required.
- Extensive proven managerial and leadership experience in the field of law enforcement at a senior level may be accepted in lieu of a post-graduate university degree.
- Law enforcement training at a senior level is preferred, or experience of working at a senior national or international level in public services (ideally national or international security or justice).
EXPERIENCE REQUIRED:
- Minimum of 10 years of management experience at a senior level within a national law enforcement agency would be preferred – with a focus on Serious and Organized Crime.
- Strong operational law enforcement, policy planning and/or strategic management experience is required.
- Previous experience with intelligence/information handling is needed.
- At least 3 years proven working experience with programs/projects structures with proven experience of managing highly diverse teams and cross functional programmes through effective and inclusive people management practices.
- Experience of strategic planning, strategy development and managing highly complex programmes with multiple stakeholders.
- Proven leadership capability, as well as the ability to present to and communicate with high profile audiences.
- Extensive experience of operating successfully within a senior leadership team, shaping and influencing innovative and high-quality practice in high performing teams.
LANGUAGES:
- Fluency in English is required;
- Fluency or proficiency in a second and third official working language of INTERPOL would be additional assets.
ABILITIES REQUIRED:
- Successful experience of management and control of substantial budgets, and leading the delivery of strategic objectives and business plans.
- Experience of building cross sector partnership working with stakeholders, communities and agencies to develop, design and deliver services requiring holistic view as well as influencing skills and vision.
