* This position is financed by a third-party, external to the Organization with funding provided by the donor. Although there is a commitment from the donor, the appointment may be terminated prior to indicate official end date of project, should the external funding for this position no longer be available. Any potential subsequent extension will be subject to the terms of the Organization’s Staff Manual, to satisfactory performance and to availability of funds.

This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.
Project MOMENTUM-MENA is a three-year project that aims to strengthen gender mainstreaming and female empowerment within law enforcement institutions in beneficiary MENA countries to enhance their ability to combat transnational crime. Following an initial needs assessment, the project will focus on three areas with the aim of bringing about sustainable change at both the individual and organizational level: (a) co-developing or strengthening gender mainstreamed curricula with national law enforcement academies for delivery by them; (b) training to deepen knowledge and skills of law enforcement officials on the gender dimensions of crime and on INTERPOL’s role in international police cooperation; and (c) leadership seminars and related initiatives targeting both women and men, with the aim of empowering both to further mainstream gender within law enforcement.
Under the supervision of the Assistant Director (AD), Capacity Building Projects and Networks (CBPN), and in close collaboration with the Project Team, the Capacity Building and Training Officer will be responsible for designing, developing, delivering and/or reviewing specialized curricula and training modules for law enforcement. This will include both digital and face-to-face training, including small private online courses, to be made available on the INTERPOL Virtual Academy. S/he will also work closely with national law enforcement academies to integrate gender mainstreamed INTERPOL curricula into their syllabuses.
PRINCIPAL DUTIES AND ACTIVITIES
Reporting to the AD/CBPN, the Capacity Building and Training Officer will perform the following duties in close collaboration with the Project Team and in accordance with INTERPOL Capacity Building and Training Standards, policies and guidelines, including the Framework for Gender Mainstreaming in Capacity Building:
DUTY 1: Training Design and Development
The Capacity Building and Training Officer will lead the planning, design and development of training products in accordance with needs identified and project objectives. S/he will work closely with the Senior Gender Affairs Expert to ensure that gender considerations are fully integrated into all training products, and that INTERPOL Policing Capabilities are promoted. In order to assure the quality and accuracy of content, s/he will coordinate with internal and external stakeholders, as required. S/he will also engage national law enforcement academies and work closely with them to develop or strengthen gender mainstreamed curricula.
DUTY 2: Training Delivery
The Capacity Building and Training Officer will deliver training on INTERPOL Policing Capabilities and train-the-trainer courses, as well as any on other areas in which s/he holds the requisite qualifications. S/he will also help identify other instructors as required and support their training delivery, ensuring the correct application of INTERPOL Training Standards and the Framework for Gender Mainstreaming in Capacity Building. S/he will also mentor instructors in national law enforcement academies on the delivery of INTERPOL-related curricula.
DUTY 3: Design, Implementation and Analysis of Needs Assessments
The Capacity Building and Training Officer will support the design, implementation and analysis of the project’s needs assessment. She/he will advise the Project Team on how the identified needs may be met by project activities, and ensure that these needs are recorded in the Training Management System. He/she will also inform the Project Team of the results of other needs assessments which may be relevant to the project.
DUTY 4: Design, Implementation and Analysis of Evaluations
The Capacity Building and Training Officer will design, implement and analyse short- and mid-term evaluations of the project’s capacity building and training activities, in line with the CBT Evaluation Guidelines. S/he will recommend future capacity building initiatives based on these evaluations. The incumbent will also ensure that related data is correctly entered into INTERPOL’s Training Management System.
DUTY 5: Training review and quality assurance
The Capacity Building and Training Officer will review curricula, lesson plans, evaluation templates and other training material, developed by other instructors and pertaining to the project, and provide relevant suggestions and support to ensure alignment with INTERPOL Training Standards. S/he will advise on the effective application of INTERPOL Capacity Building and Training standards in the project.
DUTY 6: Design of capacity building operational exercises
The Capacity Building and Training Officer will lead the design and development of capacity building operational exercises, aimed at consolidating and putting into practice prior learning. These activities may consist of scenario-based exercises, table-top exercise or field exercises, amongst others and will be developed in accordance with the CBT directive on capacity building operational exercises.
DUTY 7: Reporting on activities
The Capacity Building and Training Officer will submit information on activities under his/her responsibility for inclusion in reports for a variety of stakeholders, including the project donor and INTERPOL hierarchy. S/he will ensure that the information contained in such reports is accurate and submitted in accordance with deadlines provided. The Capacity Building and Training Officer will perform any other related duties as required by his/her hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
EDUCATION AND QUALIFICATION REQUIRED:
• University degree or higher, preferably in a field related to education, course design, learning management, international police cooperation, and/or security-related field
• Ten years’ experience in a field related to international police cooperation is required if the incumbent does not have the required level of education.
EXPERIENCE REQUIRED:
• At least three years’ experience in a field related to international law enforcement cooperation.
• At least three years’ experience in training design and delivery, including training delivered both online and in-person.
• Experience in implementing capacity building interventions in a security or law-enforcement context.
• Experience working in/with countries in the MENA region would be considered an asset
• Strong presentation, reporting and communication skills are required.
• Experience working in/with countries in the MENA region would be considered an asset;
• Experience in capability development / capacity building and training for law enforcement, especially in cybercrime and/or counter terrorism, is highly desirable
LANGUAGES:
• Fluent written and spoken Arabic and English is required. Working knowledge of French or Arabic would be an additional asset.
SPECIAL APTITUDES:
• Command of the wide range of INTERPOL Policing Capabilities would be an asset
